Study On Hunan Modern Agriculture Development

The reports of the 17th session of National Convention of Communist Party of China emphasized that pushing forward the construction of new socialist rural areas must "persist in developing the modern agriculture, prospering the rural economy as the most important task".Pushing forward modern agricultural construction, complying with the objective trend of our country's economic development and conforming to the general rules of the world agricultural development are the fundamental approaches to increase the peasant's income, the important actions to raise overall productivity in agriculture and the basis of constructing new socialist rural areas.Hunan province is the productive bases of the important agricultural products such as countrywide grain, pig.Through developing modern agriculture, bringing into play the modern agricultural demonstrational effects on spreading fine breed, standardizing the agricultural products, running the industrial production and managing the organization, there would be vital practical significance for developing agriculture in Hunan, giving play to strong points of agricultural province and constructing new socialist rural areas in Hunan province.This article first reviews the theories and research of the modern agriculture demestic and abroad ,then emperical studys the significance of building modern agriculture in Hunan. Considering the availability of the data, the thesis carries on the empirical analysis about the level of agricultural inputs, the level of the agricultural science and technology, economic structure of agriculture, the level of rural economic development, the relationship between agricultural economy and regional economy. On the basis of discussion in the preceding , this article designs the evaluation index system of modern agriculture in Hunan and evaluates the level of modern agricultural development of Hunan in 2007.First, it introduces the thinking of designing and principles of Hunan modern evaluating index system.Then, taking modern agricultural evaluating index system at home and abroad for reference, it describes the whole index system of Hunan modern agriculture development through laminating screen strictly.The whole index system is divided into the first-level index, the second-level index and the auxiliary index.The first level is the first-level index, including eight aspects, that is, the level index of agricultural inputs, the level index of agricultural science and technology, the level index of agricultural supporting guarantee, the level index of agricultural outputs, the level index of agricultural commercialization, the level index of agricultural economic structure, the level index of the rural economic development and the level index of agricultural ecology.The second level is the second-level index, which is the refinements of the first-level index, including 28 evaluating indexes, such as agricultural machinery power of the arable lands, the average electricity consumption , the amounts of the cultivated areas' fertilization.The third-level is the auxiliary index.It is better to measure and quantitate the second-level index and taken as the lowest evaluating targets. On the basis of these ,combining with the concrete data from statistical materials and calculates the development level of modern agriculture in 2007 in Hunan, making a comprehensive score of 61.37.It indicates that agriculture development as a whole in Hunan has been on the initial stage.To promote agricultural modernization comprehensively has been with better condition of social economy and better foundation of material and technology. There are many advantageous conditions for realizing the modernization of agriculture in advance in Hunan, but also existing some restrict factors, and many difficulties need to be resolved.Only to make full use of advantages and overcome disadvantages, can speed up the process of agricultural modernization in Hunan. Abroad, the American model of modern agriculture the Japanese model and the Western European model, has important reference value to agricultural modernization in Hunan , China's experience in the construction of modern agriculture, especially the typical model of Hunan Hunan construction of modern agriculture have important guiding significance.In a word ,as a large agricultural province, to accelerate the development of modern agriculture is the main line of Hunan economic construction and the material foundation of the construction of new socialist rural areas.The thesis points out: to formulate and implement the development countermeasures of Hunan modern agriculture must have clear developing strategies firstly, secondly, it needs to choose a breakthrough of development, thirdly, it needs practical countermeasures.
