The quality of growth must both incloude the quantity and quality .For a long time,The growth have been mistaken for the growth of quantity,And have been turned a blind eye on .With the high speed growth,the quality of life have been not improved obviously.What the growth is and what the purpose of the growth are been concerned.The quality of growth is heat and studied on how to evaluate more and more .wether the growth of one area can last for a long time is decedied by the quality of growth.Many papers on the quality of growth pay attention on the qualitative analysis,but how to carry on the Empirical analiysis from statiscal point of view is studied fewly.This article considers both quantity and quality with evaluating the quality of growth for nearly 30 years from the Opening.All satistics is used through Longitudinal Analysis with different years and Horizontal analysis with the The national average in the same time.Through the five aspects such as the level of economic growth,economic structure,econmic benefit, Economic growth potential and progress of humen life,using 17 indices evaluate the quality of growth of ShaanXi.The result show us there is a gap from the quality of growth in ShaanXi to the The national average such as The low level of opening to the outside world,Social labor productivity, and The high level of Energy consumption ,the income gap between urban and rural areas.so many measures should be put into practice.
