Today people in the cities of China mainly get their residential buildings on the market because of housing commercialization. The clients, the society and the government pay more attention to the residential building defects or damages and conflicts between the clients and the developers because of the subsequent repairing problems during the reasonable using period of the buildings. The Residential Building Insurance (RBI) is one of the important economic methods to provide protection for the final buyers of the buildings in some countries worldwide. The effect of the RBI in other counties indicates that the RBI can reduce the inherent defects of the building and protect the clients free of lost from the inherent defects and damages. With the trust of Ministry of Construction of the P.R.C, the author carried out the research on residential building insurance and found that many problems would be met when the RBI system is established in China. A practical research was carried out in order to be made clear of the necessity and feasibility of the establishment of the RBI system. Then the main problems in urgent need to be solved were located: There is insufficient need and insufficient supply for the RBI because of external economics, so the RBI should be compulsory in legislation. The Technical Inspection Services (TIS) are needed to take risk assessment and verification during the design and construction stages. The TIS system is needed to be established and its relationships with the insurance company, quality supervision and quality supervision station a needed to be made clear. The main contents and achievement of the dissertation are summarized as follows:1. The practical research on the establishment of the RBI system in China. The Analytic Hierarchy Process (AHP) method was applied in analyzing the necessity and feasibility of the RBI system. The multiple regression method was applied to analyze every sub-questionnaire. And the main bottlenecks to establish the RBI system in China today are located: The legislation of the company and the institution of the ITS.2. The necessity and the basis of justifiability of the RBI system were discussed through analyzing insufficient need and insufficient supply of the current RBI market. And come to the conclusion that the insufficient supply in theory of the RBI is own to its social welfare feature. The problems will never exist with the improvement of the RBI market maturity and market demand reaching to certain amount. The corresponding supporting system assumptions are applied. 3. The game theory and conclusion of questionnaire were used to analyze the moral hazard of ITS and its role in the current residential building inspection system. The conclusion is that establishing and perfecting the credit system of the TIS to make the effort degree of the engineer disclosed are the useful method to improve the game result between the insurance and the ITS. Then the corresponding policy suggestions were proposed according to these conclusions.
