Research On Building Quality Insurance In China

Nowadays in China it is common for the frequent occurrence of the problems in the construction quality, and the present Quality Management System still calls for further improvement in terms of quality risk management. Under such a condition, with Building Quality Insurance as a research subject, this paper proposes that to avoid and decrease Building Quality risk can be achieved with the implementation of Building Quality Insurance in China.Firstly, this paper studies and compares the regulations, the highlight of the insurance and the implementations in France and Spain. With references to the successful implementations of Building Quality Insurance in such countries, this paper puts forward the model of implementing Building Quality Insurance in China in respect of the present condition of building quality management in our country.Then, this paper investigates the key points of insurance in Building Quality Insurance, such as exclusions, period of insurance, total sum insured, duties of insured, and insurance compensating, providing insurance companies with experiences of the foreign counterparts as well as a reference in working out the satisfactory insurance contracts. Moreover, this paper carries out an exhaustive study on the premium rate of Building Quality Insurance It proposes that the pure premium rate can be defined by way of statistic on the basis of Standard Way, and the final premium rate can be defined by summing up pure premium rate and additional premium rate, which is dependent on the yield results of the insurance company, making risk analysis of the insured engineering project and adjusting the premium rate. The methods adopted in this paper has take into consideration both the average premium rate of the same kind of objects and the real risk involved in the project. Consequently, it not only conforms to objective code of engineering insurance but also is applicable in reality.This paper also digs into the working contents and methods in Technical Inspection Service and applicability of setting up such institutes in China and at lastproposes the strategies on the development of Building Quality Insurance in China.This paper examines Building Quality Insurance in China by doing comparative and theoretical studies, qualitative and quantitative analysis at the same time, and it is thus helpful in providing references for the implementation of Building Quality Insurance in China.
