Research On The Operational Mechanism Of Technical Inspection Service In Building Defects Insurance Systems

Building Defects Insurance Systems, as an effective way to settle construction quality problems, has been in operation for a century in foreign countries. Since 2002 China has introduced Building Defects Insurance Systems, and in 2006 the People's Insurance Company of China took the lead to launch a new version of Building Defects Insurance which marks the insurance has started in our country.According to the present domestic situation of Building Defects Insurance, this dissertation proposes Technical Inspection Service which is to control the risks of construction quality as a research subject. The research aims to make quality inspection more effective and promote sustainable development of Building Defects Insurance Systems.Firstly, on the basis of studying Building Defects Insurance Systems home and abroad, this dissertation in combination with China's reality analyzes the work contents and procedures of Technical Inspection Service.Secondly, this dissertation proposes the program to utilize china's construction management resources to set up Technical Inspection Service agency in accordance with the check work in different phase of building construction.Finally, this dissertation has set up a system to evaluate construction quality risks for Technical Inspection Service. The assessment system consists of evaluation indicators and criteria in basis of relevant construction norms and analytic hierarchy process. Then it can automatically calculate total scores by the program EXCEL and the insurance can use the scores to provide corresponding insurance fees for different buildings.
