China-South Korea economic, trade and labor cooperation have enjoyed a rapid development period, along with the constant deepening of China's reform and opening up after 1980s, the implemetation of "Northern Policy" in South Korea in 1988, especially the establishment of diplomatic relations at ambassadorial level between China and South Korea in 1992. Because of the unique advantages of geographical and popularity, the rapid development of labor export to South Korea, foreign labor income has excessed the region revenue for many years and labor economy has become a pillar industry in Yanbian. Vigorously developing the labor economy has become Yanbian's inevitable choice during the specific historical economic and social development stage.It was believed that the international environment under China and South Korea diplomatic relations was catalyst to the rapid development of Yanbian export of labor services to South Korean. In fact, the decisive forces are one hundred years of history and personnel exchanges between Yanbian region and the Korean Peninsula, and the formation and development of the Yanbian Korean Autonomous Prefecture. From the beginning of the latter half of the 19th century, large numbers of Koreans moving into Northeast China one after another from the Korean peninsula, and gradually formed in this region of Yanbian Korean major settlements. Yanbian Korean Chinese have played an irreplaceable role during both the early agricultural production, the anti-Japanese and the liberation war, or in the Yanbian Korean Autonomous Prefecture of economic and social development process. The special advantages Yanbian export of labor services to South Korea were formed in the process, including the Yanbian Korean Chinese settlements advantage of the unique network of people, ethnic superiority, language advantage, cultural superiority and so on.In accordance with international labor mobility push-pull theory, the pull of Yanbian labor export to South Korea are mainly from ethnic identity and income difference between Yanbian and South Korea. The push are mainly from thrust of labor surplus and incentive policieshe in Yanbian. According to the international labor mobility equilibrium theory, the main reasons are the lack of labor force in South Korea employment environment, differences of industrial structure and wage levels between Yanbian and South Korea, and the strong labor export desire to South Korean. With the theory of international labor mobility effectiveness, the direct driving forces are high-return of the labor export investment, and production and living conditions and cultural identity.Yanbian labor export to South Korea started in the mid-1980s, mainly through the initial development, rapid development and mature development of three stages. The ways are carrying goods between individuals, government organizations, intermediary service organizations and considerable numbers of illegal stay during the initial developnent process. In the rapid development stage, Yanbian once experienced a foreign labor service personnel fraud-prone period due to the labor market is not perfect. Yanbian labor export to South Korea gradually embarked on a healthy development track as South Korea importing foreign labor policy regulatement and Yanbian labor market adjustment. But the labor export staff as a whole can only be employed in the dirty, dangerous, tired of the 3D industry due to the lower level of education, lack of professional skills and so on. At the same time the labor export staff can not enjoy a legitimate labor and social security by the restrictions of the trainees and illegal detention status. A number of pay disputes, accidents can-not be safeguarded through the normal channels. They brought not only economic losses to export workers, but also disharmony factors to South Korean society.Labor Export plays an irreplaceable important role in the promotion of economic and social development and improving people's living standards, prosperity and culture in Yanbian. It also make a positive contribution to ease the contradiction of employment, to improve the industrial structure, and to develop public services in South Korea. Yanbian people's level of production and living conditions have improved significantly faster than the same area nearly two decades althoungh it was as an old, small, side, and poor areas in the past. Labor Export also makes a very important contributation to Yanbian. Yanbian is in the top position in 30 ethnic minority autonomous prefecture in China. It is also a national model Autonomous Prefecture, whose capital Yanji City to become the only national hundred cities and counties in Jilin Province. However, the relatively immature labor market, the large number of laborers, and the long-term residence abroad triggered many problems. For example, unstandardized labor market,excessive consumption, Korean Chinese negative population growth, family and marriage confliction, children's education, and many other practical problems.Yanbian labor Export to South Korean is now gradually entering a rational, stable, healthy and harmonious development stage after experiencing the initial development and the rapid development phase. South Korean currency depreciation and labor market shrinking caused by the global financial crisis in 2008 will inevitably affect labor income and quantity. While the implementation of the South Korea employment permit system and access of the employment system will bring new development opportunities to the export labors.Particularly Yanbian once again become a focus of concern in Northeast Asian economic interaction in 2009 due to the implementation of "China's cooperation in the Tumen River Area Development Plan-the long picture shows the development and opening JI pilot zone". Therefore, it should be a correct understanding of the current export of labor services of the Yanbian pairs of facing the opportunities and challenges to further regulate the order of the labor market, vigorously develop the local economy, establish a sound protection mechanism for workers to actively support the intermediary service institutions, make an inventory of the labor export revenues, and guide out returning labor to develop a nationwide business, make labor export to South Korean institutionalized and standardized. So that Yanbian will really achieve sound and fast economic and social development.
