From the end of 2006, science and technology ministry and insurance regulatory commission in China have jointly issued a document which has been vigorously promoting the work of scientific and technological insurance, and its effects are prominent increasingly. On the one hand, taking scientific and technological insurance as an important force in modern finance and services industry, its role of providing insurance protection, dispersing and getting rid of risk can stimulate enterprise's R&D activities effectively, and enhance its independent innovation capability, which can inject new vitality into enterprise's science and technology development; On the other hand, through comprehensive using policy, science & technology, insurance, high-tech enterprises can avoid consuming energy excessively to reduce risk in the couse of technological innovation, and can devote more resources into the work of independent innovation. At the same time, the first and the second batch of scientific and technological insurance category and pilot cities (areas) have been launched successively, so the research of dissertation has great theoretical and empirical significance at present. The dissertation divides into eight chapters, and the content of chapter is shown as follows.The first chapter is introducion, which presents the research background, brings forward the research questions, explaines the research significance, and summarizes the current research situation. Based on the above, the author draws up analytical framework, research ideas and approaches of the full text.The second chapter illustrates the characteristics, nature, functions and other basic concepts of scientific & technological risk and insurance respectively from science and technology risk theory in risk management system and insurance & financial theory in financial engineering. Based on the theory, employing system dynamics, the related diagram between scientific & technological risk and insurance is described.Taking the function of scientific and technological insurance as the starting point, the third chapter illustrates the connotation of the first and the second batch of scientific and technological insurance category detailedly. Then through indicating the principles of scientific and technological insurance, the chapter proposes four kinds of operational modes on scientific and technological insurance system, namely, the mode of insurance-compensation, warranty, semi-participation and complete participation. At last, it analyzes information asymmetry in the operational couse of scientific and technological insurance, specifically including moral hazard, adverse selection and propitious selection.The fourth chapter is the actuarial theory and practice of scientific and technological insurance. Firstly, it introduces the mathematical models for employing in the actuarial science of scientific and technological insurance. Secondly, combined the three kinds of scientific and technological insurance category, namely, property, personal and liability insurance with the insurance products of PICC P, it analyzes their premium calculation concretely.Comprehensively employing behavioral finance, insurance and portfolio theory, the fifth chapter analyzes the action process of participating subject in the operation, specifically including:government action, the design behavior of insurance companies which develop new products, the insurance intermediary behavior, and enterprise action that are enterprise's behavior utility in the operational course of scientific and technological insurance and optimizing decision behavior on the insurance proportion of project investment loss insurance.Employing SEM and gray correlation theory, the sixth chapter researches the hot issues about scientific and technological insurance in pilot phase, including construction and analysis the demands model of scientific and technological insurance, the calculation model on the implementation performance of scientific and technological insurance in the first batch of pilot cities (area), and the impact model among technological environment, scientific and technological insurance, regional independent innovation ability.Based on introducing the work of scientific and technological insurance in Wuhan, through analyzing a detailed case about the complete insurance-compensation process between PICC P and the Dragon Chemical in Wuhan, the seventh chapter summarizes some measures on promoting work of scientific and technological insurance in pilot cities (areas), and some policy suggestions to strengthen the implementation of scientific and technological insurance in China.The eighth chapter is the summary and the expectation for further research.
