Research On Service Outsourcing For Traditional Advantage Pillar Industries In HeiLongjiang Province

As the global industry optimization and upgrading from manufacturing to service, the international service outsourcing has changed into the modernization and globalization trends of service and an important form of transfering industry relying on information technology and services trade revolution. Outsourcing is from manufacturing and developed in services.At present, service outsourcing in the whole world is penetrating from service industries to manufacturing, extractive industry and other fields through the main line of the producer service industries.The good momentum that business process outsourcing and knowledge process outsourcing have been developed on an large scale is emerging. Service outsourcing was developed in great efforts based on the traditional dominance and pillar industries has a more important theoretical value and practical significance for readjusting the economic structure, changing the mode of economy, developing low-carbon economy, reducing resource dependence, especially lasting industries from the city based resource to Heilongjiang province.In this paper, the status of domestic and international service outsourcing is analysed from the service definition, classification, theoretical foundation and practical motivation in order to guide the practice of service outsourcing in Heilongjiang Province, find the theoretical basis and fill the research gaps. there are the innovative ideas of outsourcing theory to explore the logical evolution on five aspects:First, the theory of the logical evolution is put forward from commodity circulation to services trade and outsourcing services based on the perspective of commodity circulation. Second, the view which the evolution category of outsourcing services in the first, second and third industries is put forward. Third, new ideas that producer services is produced within the division of production, service outsourcing is brought by dividing services and the world Outsourcing is from services to manufacturing, mining and other areas along the producer service as the main line of services because products and services can be divided is proposed. Fourth, the view that service outsourcing is evoluted from knowledge process outsourcing to business process outsourcing and knowledge process outsourcing based on outsourcing industrial structure optimization and upgrading is put forward. Fifth,outsourcing road map is proposed, including three stages:the outsourcing began on the first stage of the manufacturing sector, developed on the second phase and returned into the manufacturing industry, mining industry and other fields of the third phase.Based on introducing the domestic and international service outsourcing, the global service outsourcing trends and successful example of case was drawn,as well as the condition of service outsourcing and the existing problems in Heilongjiang Province was introduced. the developing ability of service outsourcing in Heilongjiang Province was measured,compared and evaluated with analytical hierarchy process(AHP), I came to the conclusion that the development of service outsourcing have a good foundation and a certain competence targeting on the advantages of the pillar industries in Heilongjiang Province.With the national economy input-output flow meter from 42 departments in 2007, using factor analysis method, combining with the character of service outsourcing industry, some suitable traditional pillar industries for developing service outsourcing was selected.namely, energy, food, equipment manufacturing, petroleum, petrochemical and pharmaceutical industries.Under the framework of "Eight Economy Zones" and "Top Ten Project",we planned the, service outsourcing of the traditional pillar industry in Heilongjiang Province, and schemed strategy,paths, model operational processes, business sphere, the main tasks, as well as spatial distribution,and provided a theoretical basis and operational business processes for the development of service outsourcing all over province,Then, proposed the policies and safeguards from the government, industry and enterprise levels. First, through the classic case of the outsourcing industry analysis, business areas, business models and operational procedures is specified in accordance with the dominant pillar industries in Heilongjiang province, such as oil and petrochemical, coal industry, mining, forestry, automotive, food, medicine and equipment manufacturing industries and the report of industry's "primer" and "manual" type is formed. It has clear guidance to service outsourcing for the traditional advantages pillar industries in Heilongjiang Province; Second, in accordance with practice of service outsourcing in Harbin, Daqing and Qiqihar City, The industry research with real meaning on infrastructure, services platform, park planning,supporting measures and national policies is formed according to their characteristics and prominence; Third, service outsourcing aimed at the, traditional advantages pillar industry in accordance with the provinces which resource-based cities is most in China through the evolution of outsourcing theory is put forward in order to transfer and develop continualy in resource-exhausted cities such as Daqing, Yichun, Hegang, Shuangyashan, Jixi, Qitaihe etc.; Fourth, Successful offshore outsourcing experience are summarized in cities and regions along the border of Heilongjiang Province, specific measures programs of service outsourcing industry is put forward and business area is expanded; Fifth, Concrete and feasible suggestions that is proposed has important theoretical and practical significance according to the law, strategy, model, policy of service outsourcing.
