As an emergent industry on a world wide basis, service outsourcing has become the trend for another new round of global industrial revolution and industrial transfer.Viewed from the perspective of international outsourcing development, it is enjoying a drastic development in recent years. Service outsourcing has a deep influence both on the host countries and undertaking countries of service outsourcing. It exert an influence of reducing cost, improving efficiency for the host countries and for undertaking countries, it will accelerate the development of one country's service trade, promote it's industrial structure and so on. It also provides new opportunities for developing countries melting into world economy. The Service outsourcing featured by high consist of information technology, high added value, low consumption of resources, less pollution of environment and more chance for employment, will not only be beneficial to our country's grandeur goal of industrial structure adjustment, but also be adapted to the characteristies of Dalian, so it is an historical opportunity for Dalian to develop the international service outsourcing, and to maintain the competitive edges.On the basis of theory of comparative advantage, we can ensure the distribution of outsourcing interests. Now the structure of international service outsourcing industry has been formed primarily. The U.S.A, Europe and Japan are the main buyers in the international market, and they are in the upstream of the value chain. The competition among the vendors is becoming more and more scorching. Due to low level of technology and insufficiency of talents, the comparative advantage of China is the cheaper labour, which led to the downstream of the value chain. Dalian, as one of the biggest outsourcing cities, has the same problem. However, as the quick development of service outsourcing, our country is becoming another outsourcing center in Asia. In recent years, the structure of our country's outsourcing market has been changed, so as Dalian, who has the trend of moving to the upstream of the value chain, so it is necessary to revalue the Dalian's status in the international division of service outsourcing, and then take effective measures to promote its status and enhance strength.According to the dynamic theory of comparative advantage, the service outsourcing firm should cultivate the advanced elements by the method of'learn by doing'or the outflow of technology to promote the firm's status in the chain of global value during the dynamic process. However, it is indispensable for the government to apply short-term strategic trade policy to foster the dynamic comparative advantage, As for Dalian, both the government and the outsourcing forms should take a series of measures to cultivate dynamic comparative advantage, elevating the Dalia's status in the distribution of international service outsourcing industry.This paper analysis the trend of international service outsourcing, then state the outsourcing's theoretical basis from different angles, and then expound the revaluation of Dalian's status in the international service outsourcing under the theory of value chain and dynamic comparative advantage. In the last, from the view of government and enterprise,it raises the measures to promote the development of services outsourcing. For example, increasing the supporting degree, cultivating more service outsourcing talents, promoting the popularity of the urban brand, strengthening construction of the intellectual property rights protection system, accelerating the restructure and merger, undertaking more offshore outsourcing, enhancing absorptive capacity and so on.
