With accelerating urbanization and technological advances, this advanced form of dense urban areas, such as urban agglomerations, since the connection of the cities in a region and the effect of network function are strengthened, has become an increasingly important stage for the competition of industry and economy. In western China, regions got united and take major cities as the core, especially, promoting the competition advantages of the region through urban planning and governance has became a marked characteristic of regional development in the new stage. However, there is no systematic research about the definition and approach of urban agglomerations coordinated development in western China. Current researches about urban agglomerations coordinated development just analyzed the in-coordination phenomenon in the development of urban agglomerations and presented several suggestions, instead of presenting the standards of the coordinated development and the micro basis of the in-coordinated development; or just analyzed the phenomenon in the coordinated development of urban agglomerations in different aspects, such as industry, ecology, spatial structure, etc. instead of giving a generally analysis. Therefore, studying on the inherent mechanism and realization mechanism has significant theoretical and realistic meaning.Through referring to a variety of literature, this thesis comprehensively analyzes the characteristics of the available researches, which about the coordinated development of urban agglomerations. According to various kinds of in-coordinated phenomenon through the development of urban agglomerations in western China, and the requirement of each subject and external circumstance, this thesis sets meanings and targets of coordinated development, builds an independent theoretical analysis framework of coordinated development of urban agglomerations in western China from the perspective of expanding the substantial freedom, and establishes a conceptual assessment model by introduces development distribution dynamics function. By using an improved spatial economics model, we combine the interactions among the subjects in the urban agglomerations at the micro level with the development of urban agglomerations at the macro level, define the internal process of coordinated development, and figure out what and how we need to do to get close to the ultimate targets from three-dimensional perspective of "economy-institution-geography". Furthermore, this thesis also introduces quantitative analysis tools to assess the current state of coordinated development of urban agglomerations in western China accurately, figures out the key issues which influence the coordinated development most and how to regulate, builds the realization mechanism, and provides practical references and theoretical support for coordinated development and overall planning.The innovative works in this thesis mainly include the four following points:(1) By introducing enlargement of Substantial Freedom and spatial differentiation to the development level of urban agglomerations, in this thesis, a research framework of urban agglomerations coordinated development, which comprehensively considers economic characteristics, institution characteristics and spatial characteristics, was proposed. This enriches current studies which under multidisciplinary background. Based on using enlargement of Substantial Freedom to summarize the state of urban agglomerations coordinated development in western China from all aspects, this thesis introduces development distribution dynamics function to describe the vertical comparison among development levels of the whole urban agglomeration during the time dimension and the horizontal comparison among development levels of the cities in one urban agglomeration at the same time in a generally fitted framework, this is a huge improvement for current studies which seemed fragmentary.(2) This thesis analyzes the micro mechanisms which for reaching the target of urban agglomerations coordinated development from the view of the regional subjects'behaviors, restricts the internal logic and enriches the theoretical foundation of urban agglomerations coordinated development in western China. By defining and investigating the spatial economic characteristics in urban agglomerations in western China, we propose three development subjects:manufacturers,residents and government. Through modifying the Footloose Entrepreneur Model and Local Spillover Model, we use the spatial structure parameter to describe the differences of technology catching-up coefficient among cities and the internal accessibility in urban agglomerations, and melt the characteristic of owning numerous cities in one urban agglomerations into spatial economics'two-sector-two-region core-periphery model. It strengthens the description of current state, which given by theoretical model, and expand inherent mechanism of urban agglomerations coordinated development in western China.(3) This thesis assesses the current state of urban agglomerations coordinated development in western China, and find out the key issues which might influence it. Based on establishing the meaning of urban agglomerations coordinated development in western China, we build an index assessment system, and conduct factor analysis for the data of eight urban agglomerations in western China in the year 2006. Then we analyze the results and find out the indexes which influence the coordinated development grade of eight urban agglomerations in western China. By analyzing the mechanism, we find out four important problems which influence the coordinated development, they are factor mobility, spatial structure of urban agglomerations, regional knowledge spillover intensity, public service level and spatial differentiation of urban agglomerations.(4) Making a comprehensively analysis for realization mechanism of urban agglomerations coordinated development in western China, this thesis receives seven corresponding suggestions and provides practical guidance. The key to realize urban agglomerations coordinated development in western China is to solve the crucial problems which influence the coordinated development. Game theory, Econometrics and Public Management theory were used to construct the inherent mechanism to promote internal factor mobility of urban agglomerations, the inherent mechanism to optimize spatial structure of urban agglomerations, the inherent mechanism to reinforce knowledge spillover intensity among cities in one urban agglomerations, the inherent mechanism to improve public service and shrink the gap of public service among cities in one urban agglomerations. Overall, integrating all inherent mechanisms mentioned above, the thesis proposes seven corresponding suggestions of institution'revising and countermeasures, and these provide practical guidance to urban agglomerations coordinated development in western China.
