Research On Target And Realization Mechanism Of Urban Agglomeration Coordinated Development In Western Area Of China

With implementation of reform and open policy and the development of market-oriented economy, the urban agglomeration in western area of China has been the area which has been developed most actively and also has the most firece benefit conflict. The developemt gap among cities in the urban agglomeration of western area has become more and more large, which has hindered the stability of economic development. So it's essential to do research on the realization mechanism and target of urban agglomeration coordinated development in western Area of China.Based on the demand of the internal and external environment for the coordinate development, this paper proposed the specific target of the urban agglomeration coordinated development in weatern area of China from the view of free development. The target are the of substantive freedom enlargement and the reduction of the substantive freedom gap. In this paper, the former is called total target and the latter is called structure target.Based on PC model and the model of local overflow, this paper has get the conclusion that the enlargement of substantive freedom can be improved through decreasing the depreciation rate of capital and discount rate of capital, increasing the spatial concentration, the amount of labor and the share of industrial consumer goods. The mechanism now has further the will of urban government implementing market segmentation,which has increased the trade obstacle and is bad for the realization of total target. This paper designed the mecahnism of benefit coordination which helps to decrease the trade cost and then improve the substantive freedom enlargement.With enlargement of the substantive freedom quantity, the gap of substantive freedom among cities of urban agglomeration in western area has also enlarged. To realize the structual target, all that we can do is to decrease the gap of public functional activity. Through empirical study this paper get the conclusion that the gap of financal revenue per capita and the gap of net allowence are the main factors that affected the gap of public functional activity. Some mechanism now has badly enlarged the gap of public functional activity through affecting the factors above. This paper designed the mechanism including transfer payment system, political incentive system, responsibilities division within governments and supervision system which help to decrease the gap of capability and then realize the structual objective.Finally, based on the proposed mechanism this paper put forward the policy of urban agglomeration coordinated development in western area of China.
