Open development is the only way for a country to achieve prosperity and strength in the 21 st century,and addressing the linkage between internal and external development is the top priority of open development.Guided by the concept of open development and based on China’s practical experience,the new land-sea corridor in the West is a key link in the new development pattern of expanding the "double cycle" in the west proposed by the demand for domestic and international economic linkage.It has been five years since the new land-sea corridor was proposed in the West in 2017,and the trade volume of the corridor has increased year by year,which has broken the situation of "west-to-east" trade in the west,and has become an important hub connecting the land-to-sea Silk Road and the Maritime Silk Road and the Yangtze River Economic Belt,thus stimulating the new driving force for the coordinated development of western urban agglomerations and making the western urban agglomerations in China more closely connected.However,due to the influence of spatial conditions,industrial conditions,market conditions and government conditions,there are obvious differences in the polarization and diffusion effects of urban agglomerations in the west,and the overall competitive force of urban agglomerations in the west is not fully reflected.Under the national spatial layout of the "New Land and Sea Routes Development Plan in Western China",how should the western urban agglomeration make good use of the external conditions of the Western Land and Sea New Channel to optimize the spatial structure,carry out industrial layout,build a unified large market and establish an inter-governmental cooperation mechanism? It is an urgent task to be overcome in the study of coordinated development of western urban agglomerations.Therefore,with the national strategy of the new land-sea corridor in the west as the background,this paper studies the current situation of the coordinated development of western urban agglomerations,analyzes the existing problems and causes,puts forward "channel-driven" as the external condition of the coordinated development of western urban agglomerations,and demonstrates the impact of the new land-sea corridor in the west on the coordinated development of western urban agglomerations.A theoretical model for the coordinated development of western urban agglomerations is built integrating four aspects: spatial coordination,industrial coordination,market coordination and government coordination.The five-element theory in the coordination theory and the social and economic circulation principle of the relationship between economic movements are introduced into the model,and a systematic cooperative relationship between production,distribution,exchange,consumption and accumulation is established.System dynamics is used to study the driving model of the coordinated development of western urban agglomerations under the background of the new land-sea corridor in the west,and four driving and promoting models are proposed,namely,spatial system leading,industrial system leading,market system leading and government system leading.The scientific path to improve the quality of coordinated development of western urban agglomerations is found out through system dynamics simulation.Finally,the driving and promoting strategy is proposed based on the path.Then break the current relatively independent development pattern of western urban agglomerations,and promote the great coordinated sustainable development of western urban agglomerations in China.The main innovations of this article include:(1)Positioning the direction of collaborative development between western urban agglomerations.At present,research on the coordinated development of urban agglomerations mainly focuses on the perspective of internal coordination within a single urban agglomeration,while there is relatively little research on how to coordinate between urban agglomerations,how internal coordination within urban agglomerations is unified with coordination between urban agglomerations,and towards coordinated development.The author believes that the coordinated development of urban agglomerations is the unity and synchronization of internal and external factors,rather than developing the internal first and then the external.Each urban agglomeration is a relative individual at the spatial,industrial,market,and government levels,and maintains independence from each other in regional economic development.However,under the Silk Road and 21 st Century Maritime Silk Road strategies,this pattern of independent development of western urban agglomerations is bound to be broken,and the new land sea corridor in the west provides a more time-saving and cost-effective path for trade between China’s western region and ASEAN countries,It also injects new development conditions into the coordinated development between western urban agglomerations.(2)The viewpoint that "channel driven" is an external condition for the coordinated development of urban agglomerations is proposed.Integrating "channel driven" into the collaborative development between urban agglomerations,describing the connotation of "channel driven" from macro,meso,and micro perspectives,and analyzing the impact mechanism of channels on the collaborative development of urban agglomerations.The proposal of "channel driven" can have external effects on the coordinated development of urban agglomerations.The transmission process between channels and urban agglomerations is mutual embedding,feedback,promotion,and symbiosis,and the relationship between channels and urban agglomerations is jointly established under the comprehensive mechanisms of space,industry,market,and government.Therefore,the coordinated development of western urban agglomerations requires a "channel driven" approach,especially in the current complex international trade environment.To bridge the relatively independent development of western urban agglomerations,a "channel driven" approach is essential.(3)Objectively evaluated the quality of collaborative development in the western urban agglomeration.The evaluation of the quality of collaborative development in the western urban agglomeration is difficult.On the one hand,it is necessary to grasp the current situation of the development of the western urban agglomeration,and on the other hand,it is also necessary to highlight the key of "collaboration".Therefore,based on the planning scheme of the new land and sea routes in western China,the paper divides the western urban agglomeration into core urban agglomerations and radiating and extending urban agglomerations.The core urban agglomerations are related urban agglomerations along the corridor,and the radiating and extending urban agglomerations are the other six urban agglomerations in the western region.The coupling degree model is used to measure the collaborative development quality between the the new land and sea routes in western China and the core urban cluster.The starting and ending points of the Western Land Sea New Corridor and the radiating extension urban cluster are measured separately,and the comprehensive coordination index is introduced as the collaborative quality measurement result,which reflects the new land and sea routes in western China and the core urban cluster more realistically,The quality of coordinated development between core urban clusters and radiating and extending urban clusters.(4)Systematically and targetedly identify the collaborative development path of the western urban agglomeration.The paper takes the Western Land Sea New Corridor as the external driving condition for the coordinated development of the Western Urban Agglomeration.The Western Urban Agglomeration is divided into spatial subsystems,industrial subsystems,market subsystems,government subsystems,and channel subsystems.Based on the Five Elements Theory of Synergy,the causal relationship between subsystems is established,and the state changes of subsystems are constructed as state variables,A dynamic model of the collaborative system of the western urban agglomeration under the background of the Western Land Sea New Corridor,with subsystem mechanisms and urban agglomeration collaborative changes as rate variables.Based on the evaluation results of current mechanism experts,a simulation scheme is designed that includes enhancing spatial organization mechanisms,enhancing industrial division of labor mechanisms,enhancing market distribution mechanisms,enhancing government management mechanisms,and multiple combination mechanisms,Through system dynamics simulation,the collaborative development dynamics of various urban clusters in the western region were identified under the background of the new land and sea routes in western China.
