The goal of strategic development of the transportation enterprise in China is establishing a modern integrated transportation system, and planning and cooperating the development of railway, public roads, water way,civil aviation,pipeline and municipal traffic, as well as to promote the optimization of transportation resources and to develop the combined efficiency and overall advantage of every way of transportation, construction of horizontal integration of goods transport union to improve transport enterprise resource efficiency and reduce carbon emissions and promote the direction of transport toward low-carbon economy.At the background of logistic freight, for transport enterprises, catching up the new trends, making full use of technical and economical advantages, exploiting the combined transport organizing technology, further enhancing the economic benefit of their own and promoting the development of integrated transportation system should be in-depth studied in transportation engineering theory and additionally be considered as an engineering task which need exploration in transportation practice.This paper is written on the background of logistics and the base of enterprises alliance theory,by building cargo transport unions and accelerating the integration of transportation business in out nation, establishing strategic cooperation among transportation enterprises with all sort of trading advantages, and organising virtualized freightage alliances, on the basic of the problems existing on the middle level(the level of management decision-making) in the transportation enterprises,and mainly applying the theory and method of game theory to give the ways of solving problems in the process of management decision-making, the main operation and conclusion are as follows:1) Under the background of logistics, defining the Cargo Transport Union as horizontal integration between transportation enterprises is the product of modular organization operating of flat organization of logistics.Analyzing the causes of freightage alliance from the perceptiveness of low-carbon economy, modular management, diseconomies of scale prevention, the status of the transport industry Improvement, market competition, individual needs, resource acquisition, organizational learning and advantages complement.The functions of cargo transport union mainly include energy conservation, rapidly responsive to market demand, decentralizing operating costs, promoting competitiveness, sharing resources, fast implementing combined transport and so on.2)The legal and market status of cargo transport union is the basis of existing among market competition. According to current laws in China, cargo transport union does not have legal personality and it is not the unincorporated enterprise.In the practice, we can confirm the legal obligation for each enterprise by analysing three levels of enterprises in cargo transport union. In the cargo transportation market, cargo transport union mainly aims at three major directions including inter-regional transport market, the national transport market and the international transport market;Cargo Transport Union in market divided according to time structure can drive spot trading and futures trading.3)The Cargo Transport Union mainly aims at Combined transport market, by realizing combined transport market model towards through the net present value of the investment value of the core transportation business-to-market model, we can realize that in the case of various business cooperation jointly establishing the Cargo Transport Union, the expected return could be greater.It is indicated through the game analysis toward whether core enterprises want to set up Cargo Transport Union or not that the optimal strategy of the core transport companies is actively participating into Cargo Transport Union.4) As the special relationship between partners in the transport chain, there existing incomplete information and a number of evaluation index in the process of selection, and through defining the type of the task in the transport chain, and them transform the systematic partner-choosing problem into a multi-objective dynamic programming for solving the problem through the method of relative comparative advantages, and analysing probability in the condition of the transport chain to complete the transport task under different values in order to provide important reference index to the core transport company for setting up transport union.5)For the there existing prisoner dilemma in investment situation of each enterprise's infrastructure contribution in the process of setting up union, based on mechanism design theory and game show mechanism in game theory, in the cooperation between core transport enterprises served as client in Cargo Transportation Union and partner companies served as agent, it can be drawn that core transport enterprise can raise the punishment to promote their honesty when the partners who display a better status are not able to fulfil the union's task.By improving the punishment of partners'poor display of the infrastructure contribution to of partners to reduce the amount of expected payment.Because that there have to produce cost in the maintaining and upgrading process of establishing Cargo Transport Union infrastructure construction to set up strategies with which various partner companies could set up monitoring mechanism in order to prevent various partners to deceive the entire union.6)Whether the Cargo Transportation Union has been set up or not and the stability after setting up is the foundation of transportation business decision-making, through setting a specific transport market inverse demand function, we can prove theoretically that the prospective return gained by various types of allied cargo transport enterprises is greater than those companies without allied or partly allied.In the respect of developing solutions of internal distribution within alliance, Shapley value method, nucleolus law, the core of law and the Nash negotiation model can be used for adjustment, then the comprehensive and the integrated approach based on satisfaction and based on getting close to the ideal point can be used to adjust the calculation result mentioned above to adjust the program for distribution of benefits for the Cargo Transportation Union. Empirical analysis shows that the method combined with first calculation and secondary adjustment is more effective and objective to develop solutions of benefits distribution, with which can provide theoretical foundation of distribution plan for every enterprise to set up union.7) In the operation to ensure efficient operation of Cargo Transport Union, it is necessary to evaluate the performance of all enterprises in the union in the process of the union movement. Basis for evaluation of content and assessment objectives, the paper establishes the performance evaluation index system, and uses the least mean square method and the minimum deviation method to reduce greatly the number of indicators; It uses weighting method based on the "feature-driven" principles to empower the evaluation index for individual empowerment, and establishes an integrated performance evaluation model of Cargo Transport Union. Empirical analysis shows that this method has a better evaluation of the results.Through the research on these issues, it solves the specific issues about the horizontal integration on the joint realization of the strategic development objectives in the process of operational management of transport enterprises, which are the transport business model issues to achieve the joint transportation, investment issues, select Partners, Game issues about information, investment and benefit and issues about performance evaluation. The solution to the issues of combined transport can provide a theoretical support for the transport company formed and it also can effectively promote the development of combined transport market. It also can provide management decision-making level of protection for our transportation energy conservation, and ultimately change to a low carbon economy.
