Strategy Research On The Development And Utilization Of Coal Resources

To cope with the increasing challenges from resources, environment and security, this paper focuses on the development and utilization strategy for coal resources in our country. Firstly, it investigates the interactive laws between coal consumption and economic growth on the basis of co-integration theory and business cycle theory. Then, by using the quantitative analysis methods, it confirms the key influencing factors, and further studies the influence of mining mechanization on high-efficiency and security coal production, based on which, the strategy of coal exploitation and utilization in the supply side is presented by employing the objective evaluation method. Finally, through analysis on the problems existing in the current related coal policy involving mining right, fiscal policy, price policy, CCT policy, environmental protection policy, comprehensive utilization policy and so on, it gives the corresponding suggestions in reference to the international experience. In all, the research results for this paper can provide theoretical support for national decision-maker to improve the development and utilization level of coal resources.
