The energy of coal has been in a dominated position in China's energy consummation structure for a long time. It is a basic security of China's economic development. However the exploration and development of coal bed gas-additional resource of coal just began in 1990s in China.According to official statistics, China has an abundant coal bed gas storage of 3,680 billion cb.m, linking in the third position in the world. And it is equivalent to 50 billion ton coal, 35 billion ton oil or the amount of natural gas in China's land. Nowadays China has a great need of coal resource. While development and utilization of coal bed gas plays an important strategic function in these respects: replacing coal as a clean energy, reducing gas disasters by lowering the effect of greenhouse caused by methane discharged. However development and utilization of coal bed gas now is in a random situation. Production right is a key barrier which regulation and law are required to mediate the conflicts.Current regulations concerning the industry of coal bed gas has its blankness. There is no a series of policy to regulate the development of coal and coal bed gas. Rights separation causes many conflicts between companies, which slows down economic development and makes more contradictions between industries as well.We can put the issue of coal bed gas development in a legal system by studying and making law. This is favorable to its effective development and environmental protection.Some regulations and laws have been made, and it provides basis for legislation of coal bed gas development. Its law should be based on the principle of sustainable development and energy saving and pollution reduction. We shall learn experience from developed countries based on China's situation. Departments should be distributed responsibilities and power reasonably. Thereby they can coordinate well to develop coal bed gas. This can no doubt reduce damages to environment and energy wastes caused by illegal production. One key step for its law is to make a series of practical systems. In this paper some suggestions are made like Main body multiplication system, integer system of coal mining and gas production, priority system.Government supervision and Main body legal responsibility should be combined together. Government's role should be defined in a second time. Views of environment evaluation system, policy are also introduced legislation in the paper. Improvement of law of coal bed gas development can be used to resolve some realistic problems and to enhance the growth of this industry. To some degree it can also reduce the coal gas disasters and remit China's crisis of energy and environment.
