In line with the mininghistory and resource endowment, this article also evaluate the potential and capacityof the three rates in Heilongjiang, and raise countermeasures and suggestions to boostthe three rates, that is, raise the bar of requirements for market access, carry out thestrategy of large group development and utilization, implement stricter supervise inthe mining, establishing and perfecting the measuring mechanism, exert the regulatingeffects of economic leverage on the comprehensive utilization of resources, theconstruction of demonstration project and incentive policies, etc.With the research of the problem of the three rates of coal exploitation andutilization, this article is aiming at clear and definite the situation of coal exploitationand utilization, along with the establishment and perfection of the related policies, thecomprehensive utilization of coal is definitely provides constantly economic benefit and social benefit.
