In current China, without any kind of energy can replace coal, we do not cancel coal, replace coal, but grasp the efficient use of clean coal. Therefore, in the Inner Mongolia Autonomous Region existing resource base and industrial base conditions, according to the strategic needs and policy-oriented, in order to accelerate the use of clean coal production, improve the efficiency of development and utilization of coal resources, control pollutant emissions, what we want is building a new coal industry system with conservation、clean、security and sustainable development, finding a way about clean and efficient utilization of coal to practice, so exploration and developing the coal clean utilization technology strategy research which suited the characteristics of Inner Mongolia coal resources has great theoretical and practical significance.The paper is devided into seven sections, Based the analysis on the coal resources distribution in Inner Mongolia, the status of resource exploitation and the problem exits in the utilization of coal resources.we analyse the environments of Inner Mongolia coal resources clean and efficient utilization of technology from the policy environment (national policy and autonomous policy)、technical environment and ecological environment.By analyzing the strengths, weaknesses, opportunities and threats of clean use of coal resources technology in Inner Mongolia,then draw SWOT analysis matrix, Put forward the corresponding strategies like SO strategy、 ST strategy and WO strategy. We draw that Inner Mongolia Autonomous Region should stand in the interests of national energy security strategy height, not only consider to increase the proportion of high-quality energy、support new energy and renewable energy development, but should be closely combine with the characteristics of our region’s energy resources,base on domestic,re-examine and clear strategic position and the important role of coal in the protection of our country and our region’s energy security and stable supply. Accelerate the development of clean coal technology, play the role of resource advantages promote the clean and efficient use of coal,build the coal upgrade.
