The development of modern agriculture is a huge system, which need to improve innovation and transformation of agricultural science and technology capacity, to strengthen circulation system of rural modernization, to promote actively the agricultural restructuring and development of agricultural industrialization, and so on, which requires high investment as the basis, thus, public finance plays an irreplaceable role and a important position. State financial supporting agricultural policy is one of the most important policies to ensure steady development of agriculture, so, the study of public financial supporting modern agriculture development has important theoretical and practical significance for promoting modern agriculture development in China and new rural construction.The paper analyzed the main problems and the causes of China's public financial supporting modern agriculture development from two aspects of funds investment and supply, through analyzing the history changes and the current situation of China's public financial supporting modern agriculture development and through analyzing public financial supporting modern agriculture development from three dimensions of the public financial supporting size, strength and structure. The paper analyzed public financial supporting modern agricultural development needs from an economic perspective, analyzed mainly the major areas of modern agriculture, the characteristics of capital demand of modern agriculture and financing needs of the major areas of modern agricultural development; The paper further analyzed the functions of public financial supporting modern agricultural development from the system factors, and revealed the mechanism of public financial supporting modern agriculture development. According to the characteristics of public financial supporting modern agricultural development efficiency, based on scientific, the paper constructed the evaluation index system and DEA Mankuit evaluation index model based on systematic, effective and qualitative and quantitative principles of public financial supporting modern agriculture development. The paper made an empirical analysis and evaluation of public financial supporting modern agriculture development efficiency through using of the 31 provinces 1999-2006 panel data. The paper also got some inspirations through analyzing the situations of public finance supporting agricultural development of U.S., EU, Japan, South Korea and other developed countries. According to the standard of modern agricultural development, the paper put forward the guiding ideology, objectives and principles of long-term mechanism design of China public financial supporting modern agriculture development, The paper also constructed the long-term mechanism platform of public financial supporting modern agricultural development from the three dimensions of long-term mechanism design ideas innovation, function innovation and organizational structure innovation, And on this basis, from the perspective of sustainable development of society, the paper put forward some countermeasures of ensuring public financial supporting China Modern agricultural development.
