The Research On The Identification And Evaluation Of High Growth Technological SMEs

As the main carrier of technology innovation and technology achievement transformation, technological SMEs have taken great effect on promoting national economy development, technology progress, and creating job. Under the strategy of constructing innovation country, technological SMEs will play more important role in national economy development, and its development condition will absorb the attention of whole society. However, for the reason of weak strength, unstable development, and weak ability of resisting risk, technological SMEs are easy to die. So, making clear about technological SMEs development condition, finding out problems and putting forward strategy is meaningful for promoting the high speed and healthy development of technological SMEs.During the process of development, technological SMEs will undergo different stages. It is difficult to analyze each development stage of technological SMEs, so it is meaningful of focusing our research on one special stage. As to the high growth technological SMEs, its main characters are high speed growth and quick expansion of scale, but this stage is full of high risk and uncertainty, this stage is also a critical stage. The research on technological SMEs growth issues in this thesis is focused on high growth stage, and taking high growth technological SMEs in Shenyang city as example, the purpose is making clear of high growth technological SMEs condition, finding out the problems lie in high growth stage and improving those enterprises'quality, promoting the sustainable, high speed, healthy and stable development of high growth SMEs, providing some some reference for the government to formulate the more reasonable supporting policy.This thesis is focused on the evaluation of high growth technological SMEs growth ability, centring on "growth of quality" and "growth of quantity". The main research works are as follows:(1) The background, purpose and meaning of this thesis are introduced, the research condition is generalized, the train of thought and method of this paper is introduced and the research framework is pointed out;(2) The correlative concepts about firm growth are introduced, and the firm growth theories are summarized sysmaticly; (3) The concept of technological SMEs is introduced, the characters, status and role of technological SMEs are analyzed, and our national technological SMEs development condition is introduced;(4) The individual advantage comprehensive evaluation method and operating model analysis is introduced, and this method is used in evaluating the performance of 84 technological SMEs in Shenyang city, the individual advantage of those enterprises are pointed out through the cluster analysis of individual advantage weights and the changes in operating models are analyzed;(5) The intension of technological SMEs lifecycle is introduced, several methods of idendifying high growth technological SMEs are introduced, the GEP method and its revised model are choosed for identifying high growth SMEs in Shenyang city, the operating models of those high growth enterprises are analyzed;(6) On the base of identifying high growth technological SMEs, the efficiency and R&D performance of those enterprises will be evaluated for the purpose of analyzing the enterprises'growth quality. Firstly, the intension of efficiency and frontier efficiency are introduced, the method of measuring efficiency is data envelope analysis, and the cross-efficiency method in DEA is introduced, the operating efficiency of high growth SMEs is analyzed based on cross-efficiency method, so one aspects of "growth of quality" can be understood. Secondly, the condition and drawback of research & development performance evaluation in China is introduced, and the classic DEA models are used in evaluating high growth SMEs performance, so another aspects of "growth fo quality" can be understood;(7) Several suggestions about the development of high growth technological SMEs are put forward around how refining the internal force of high growth technological SMEs;In the end, generalizing the whole paper, and pointing out the further researching direction.
