High-tech industry with its high permeability and high value-added advantages, has become the focus of attention and competition of the various countries and regions various countries and regions, and their level of industrial development has become an important symbol to measure economic strength and competitiveness of a country or region. As the industry built up on the basis of the latest scientific and technological achievements, technological innovation is very important for the growth of high-tech enterprises, high-tech industry continue to progress the development of the engine. In recent years, the technological innovation of the high-tech industry has repeatedly been attached great importance to the government and the community, the high-tech industry investment in technological innovation continues to improve, and to some extent, enhance the level of technological innovation. But China is still in the development stage, R&D funding and R&D personnel resources are scarce resources, inputs cannot indefinitely increase. In order to achieve sustained growth, industry innovation inputs should focus on technological innovation efficiency improved. In the process of improving the efficiency of technological innovation, we must first solve the problem of how to evaluate the efficiency of technological innovation of the high-tech industry. This study provides new ideas and methods for the evaluation of high-tech industrial technology innovation efficiency, and provides a theoretical reference for upgrade of high-tech industrial technology innovation efficiency and for enhance the competitiveness of high-tech industry. It has certain theoretical significance and practical significance.In this paper, we based on the theory of technological innovation efficiency theory as well as domestic and foreign literature. Firstly, from the input-output perspective of technological innovation, technological innovation process is divided into technological development process and technological achievements transformation process. On this basis, technological innovation efficiency can be decomposed into technological development efficiency and technological transformation efficiency. Secondly, on the basis of the two-stage technological innovation, by analyzing each stage in the process of technological innovation input and output elements, we design the input-output index system in each stage respectively, and ultimately get the high-tech industrial technology innovation efficiency evaluation index system. Thirdly, we break through the limitations of traditional DEA model in the calculation of the efficiency of technological innovation, and build a chain network DEA model to evaluate the two-stage process of technological innovation of high-tech industry, include the overall efficiency of technological innovation and the efficiency of the two sub-stages. Finally, use chain network DEA model to calculate the technology innovation efficiency, technological development efficiency and technological transformation efficiency of high-tech industry of China’s25regions in2000-2010. According to the calculation results of h the empirical analysis of the efficiency of technological innovation of China’s high-tech industry, and provide a reference for the provision of policy advice.
