Study On The Issue International Timber Illegal Logging And Associated Trade

In today's society, none of the issues like environmental problems can bring attention to the world. Along with increasing public awareness on environmental protection, the idea of sustainable development has been infiltrated into trade development strategies. In the last ten years, with the rapid development of the global economy, global forest products trade is also growing. But there are some unpleasant sound, such as illegal logging and related trade which damaged resources and environment. Such acts are resisted by the international community. In order to solve the world's forest resource depletion and environmental degradation, the international community took the environmental protection measures to suppress the rapid expansion of trade, such as US Lacey Act and the EU Due Diligence Regulation. This will be new trends of the international trade of forest products. This paper will focus on the illegal logging and related trade, in response to the international community to combat illegal logging and related trade, but also to circumvent increasing serious environmental technology barrier.This article is based on the above theory and practical background, analyse the current situation and the essential of illegal logging and related trade and then build economic models. This paper points out that illegal logging will seriously affect the country's environment, resulting in forest degradation, affect the global supply of raw materials, distort international trade in forest products markets, and gradually weakened the incentive to sustainable forest management.This paper studies the relationship between humans and forests, forest harvesting and the environment, trade and the environment, and thus influence the international convention analysis, trying to explain a greater angle to illegal logging and related trade in real terms, revealed the illegal logging and related trade can not be there to coordinate trade and environment, price distortions and market failures to the harmonious development of trade and environment dependent signaling mechanism that must be error occurred, to combat illegal logging and related trade offers theory.This paper analyzes the international community to combat illegal logging and related trade action, from the government level, the private sector level and enterprise level were pointed. Study found that as higher levels of sustainable forest management developed countries, and led the direction of world trade in forest products, the development of systems and standards to some extent influence the future direction of trade in forest products. Therefore, measures of combat illegal logging effectively safeguard the sustainable use of forests in the world, but to a certain extent, has become a developed country green trade barriers. Therefore, the handling of the relationship between the countries of the world is a serious issue.Through the sustainable supply of timber to China, import and export trade, and timber management, the legal system in China to study, with plenty of facts and figures to refute the "China threat theory of wood imports". Pointed out that China's large imports of logs is the world's consumption of large amount of forest products; tropical rain forest destruction has nothing to do with China's timber imports conclusions, to a certain extent, responded to some criticism of national and international organizations.Paper proposed the establishment of timber legality verification system, to establish a simple procedure, low-cost system, which will help timber-producing countries to achieve management of its forests and timber legitimate exports. This will protect the wood imports and consumer interests, thus promoting the orderly world trade in forest products, to promote global timber trade, illegal logging and related issues to resolve.On this basis, this paper built a cost-effective model and figure out the costs mainly in the near future, the potential strength is greater; effectiveness of short-term or long term will happen, larger long-term potential strength. Create a game model, reveals the developed countries to lead the direction and policy development initiative, while developing countries often follow the main reason for a passive.This article has analyzed policy choice on measures to deal with illegal logging and relational trade and then launched the elaboration through the domestic stratification plane and the international stratification plane, had pointed out the Chinese government existing relative consummation's laws and regulations, as well as were making endeavor.Main innovation of this study is the problem of illegal logging and associated trade is a new topic.China has not carried out systematic research on this topic, so that it will be a good reference.
