China is one of the major importers of both raw and processed timber fromRussia and its share in the Russian timber exports growing. In this regard,increasing volumes of illegally logged timber and the volume of illegal trade intimber. The illegal logging is one of the main problems of forestry for regulationand administration in Russia. The significance of this study is to investigate thesituation and problem of illegal logging and illegal timber trade between Russiaand China. In order to improve the study on regulatory in Russia especially far-east region.Imperfect system of control over forest management, a high level of forestcrimes, lack of coordination among different levels and regions governmentdepartments. In this research, true and reliable data for illegal logging and illegaltimber trade is hard to get. The problem of illegal logging in Russia-is not onlya problem of the forest sector. There are several organizations involved, whichincreases the difficulty to solve the problem. Russia is one of the tate structuresparticipating countries of the international process ENA FLEG (Europe andNorth process to improve the practice of law enforcement and governance in theforestry sector). Rest countries have active steps to curb illegal logging andtrafficking in illegally harvested wood. But Russia's action is very slow.In this paper, it studies, illegal logging and illegal timber trade betweenRussia and China, analysis the possible causes of illegally logged wood, andmakes suggestions solutions to this problem. In order to reduce the volume ofillegal timber trade, the research propose a series of recommendations to improveregulations, including customs procedures, namely recommendations for thecustoms authorities of Russia and China. These recommendations are aimed atimproving the situation in the timber trade, reducing trafficking in illegallyharvested timber in Siberia and the Far East, and the trade in illegally harvestedtimber between Russia and China.
