| Due to the reform and opening-up policy, China's national comprehensive economic strength has historically been developed greatly, the comprehensive national strength enhanced obviously and the international status and influence advanced observably. Especially in the five years from 2003 to 2007, China's GDP has kept a continuous double-digit growth with an average annual growth rate of 10.6 percent which is 5.74 percentage points higher than that of 4.86 percent of the global corresponding period, which has made a Chinese miracle attracting worldwide attention. Meanwhile, the people's livelihood has made a historic leap from poverty to a well-off life. By the end of 2008, the national population and the GDP have reached 1.32802 billion and 30,067billion RMB respectively, which means the per capita GDP exceeded 3000 U.S. dollars.However, China is confronted with unprecedented issues and conflicts along with this rapid development.In the aspect of economy, the extensive economic development mode of "high investment, high consumption, high emission and low efficiency" is quite serious; the gap between urban and rural areas and regions is still widening; the development of primary industry, secondary industry and tertiary industry is still absonant; the science and technology innovation is still weak; the economic growth is still realized at an excessively high cost of resources and the environment, all of which become a direct threat to the sustainable and stable development of China's economy. Comparing with the rapid growth of economy, such hysteresis phenomenon of social development is more extrusive as the aggravation of employment contradiction, the enlargement of the gap between the wealthy and the poor and the unequal income distribution. And the gap between regions is expanded, part of regions having stepped onto the road toward modernization, but large-scale areas still being poor and backward. What's more, the construction of social security system is hysteretic, some people having lived a modernized life of high quality, but many people being still under the enormous living pressure of "difficulty to find accommodation, seek medical advice and attend school". Besides, mass disturbances caused by corruptions, welfare treatments, land acquisitions and resettlements, civil disputes and emergencies are multiplied, which have increased the risk of social security. As referring to ceaseless increase of international trade frictions against China, the continuous enhancement of comprehensive national strength is faced with new challenge under the condition of global competition.All of the conditions force us to do some soul-searching on the economic development mode. Scientific outlook on development requires us to adhere to the people-centered, comprehensive, coordinated and sustainable development. Hence, It should, begin with the transformation of economic developing mode in terms of a long-term development strategy of economy and society. Just under such background, Hu Jintao, General Secretary of the CPC Central Committee, delivered an important speech against this background at the Central Party School on June 25,2007, and he clearly pointed out that" to make a new significant progress in the transformation of economic developing mode is the key to the promotion of speedy national economic growth", putting forward a new proposition of "the transformation of economic developing mode" for the first time. Later, "accelerating the transformation of economic developing mode" has been written into the report of the 17th National Congress of CPC, make it clear that " To promote economic development is to transform dependence from mainly on investment and export-led to on consumption, investment and export co-ordination, from mainly on economy driven by secondary industry to on that driven collaboratively by first, second and tertiary industries; from mainly on increased consumption of material resources to mainly on scientific and technological progress, improvement of the laborers'quality and innovation of management."Learning the development experiences from the developed countries, newly industrialized countries and regions, science and technology innovation plays a crucial role in economic development, especially for a country whose per capita income is more than 2000 U.S. dollars. Therefore, the long-term sustainable development of this country depends on the capacity of science and technology innovation. Currently, there are many causes China's economic developing mode facing severe challenges and the most fundamental one is a lack of the capacity of science and technology innovation. Thus, at present, the solution of the contradictions and problems is to transform the economic developing mode, and science and technology innovation must be taken as the center link of the transformation of economic developing mode, so as to make full use of the supporting role of science and technology innovation at the process of the transformation of economic developing mode to promote the structural adjustment and system innovation. This is the basic thinking of this paper.Under the instruction of the scientific outlook on development, this paper, synthetically adopted historical analysis approaches, norm analysis approaches, positive analysis approaches and combination of qualitative analysis and quantitative analysis, in accordance to the idea of bringing forward questions, analyzing problems, solving problems, progress an intensive study centering on the transformation of economic developing mode and science and technology innovation. The paper is divided into 4 parts including abstract, text, reference and acknowledgement.The text is divided into 7 chapters and consists of 4 parts. Part 1 consists of chapter 1 and chapter 2 which mainly gives an account of the basis of treatise writing. Chapter 1 is the introduction of this paper, telling the background and significance of this topic, giving a brief introduction to the status quo of this research at home and abroad and pointing out the study train of thought, methods, and possible innovations of this research. Combining with the topic of this research, chapter 2 combs the research results of the economic growth theory, the economic development theory and the theoretical innovation at different developing stages. It also explores the headspring of the economic growth, implementing channels of structural transformation, the progress and functional mechanism of science and technology innovation which provides the theoretical basis for the research.Chapter 3 is part 2 and it is the core of this reach which draws up the theoretical framework of the. research of the transformation of economic developing mode. This chapter begins with defining the transformation of economic developing mode, represents a new mode of economic development which consists of "people-oriented", "five in one", "coordination" and "sustainable" and introduces the origin, status quo and problems of the transformation of economic developing mode. Then it analyzes the constraints of the transformation of economic developing mode and puts forward the idea of China's transformation of economic developing mode based on experience and lessons learned from the transformation of economic developing mode of developed countries. Finally it makes further analysis and points out the realizable route of China's transformation of economic developing mode. It advances that science and technology innovation is the key link of the transformation of economic developing mode and it must be focused on building and improving the supporting system of science and technology innovation, that structural adjustment is the masterstroke of the transformation of economic developing mode and its main task is to achieve the transformation between demand structure, industrial structure and element structure, and that institutional innovation is the guarantee of the transformation of economic developing mode, the key point of which is to transform governments'functions to promote governments' innovation and to exert the function of governments and enterprises.Chapter 4, chapter 5 and chapter 6 makes up part 3 which explores how science and technology innovation promotes the transformation between demand structure, industrial structure and essential structure in detail. Chapter 4 concretely discusses how science and technology innovation promotes the transformation of demand structure. Basing on the review of the current situation and problems of demand structure, it analyses the functional mechanism and obstruction of how science and technology innovation advances the transformation of demand structure, and hereby it brings forward the route choice of how science and technology innovation promotes the transformation of demand structure. Chapter 5 concretely discusses how science and technology innovation promotes the optimization of industrial structure. Basing on the review of evolvement course and problematic search of Chinese industrial structure, it inspects the status quo and problems of China's industrial structure and analyses the functional mechanism and obstruction of how science and technology innovation promotes the transformation of industrial structure, and hereby it brings forward realizable routes of how science and technology innovation optimizes and upgrades the industrial structure. In the end, this chapter conducts case analysis combining to the optimization route of industrial structure in Mian Yang city. Chapter 6 concretely discusses how science and technology innovation promotes the transformation of essential structure. Basing on the review of the international and domestic situations of essential structure, it analyses the functional mechanism and obstruction of how science and technology innovation promotes the transformation of essential structure, and hereby it brings forward realizable routes of how science and technology innovation promotes the transformation of demand structure.Chapter 7 is part 4 which focuses on the research of innovations of governments and enterprises based on the transformation of economic developing mode. The realization of the transformation of economic developing mode ultimately depends on the government and enterprises to implement. At the present stage, the governments'innovation and the construction of innovation-oriented enterprises based on the transformation of governments'functions must be promoted in particular. This chapter explores the status quo and problems of the transformation of governments' functions based on analyzing definitions of the governments'innovation and the transformation of governments'functions. It puts forward the realizable way of utilizing the transformation of governments' functions to induce the governments'innovation. Basing on the definitude of the specific characteristics of innovation-oriented enterprises, it analyzes the status quo and problems of innovation-oriented enterprises and offers the measure of promoting innovation-oriented enterprises. At last, it uses the innovative development of Sichuan Chan Hong as a casus to give a further analysis.The references point out the mainly cited documentation during the research process.The acknowledgement accounts for the writing process, and gives heartfelt thanks to the related persons who have given a hand during the process of writing.This research has following innovative points.Firstly, it enlarges and supplements the connotation of economic developing mode. Generally speaking, economic developing mode can be understood in many ways, such as economic growth can be transformed from extensive mode to intensive mode to achieve the harmonious development among economic structure, quality and benefit. Economic development can be comprehensively transformed from planned economy to socialist market economy to solve the problem of harmonious development among resources, environment and economic construction. On this basis the research gives an expansion of its connotation which mainly includes the following four aspects:(1) Economic developing mode must insist on that people's livelihood should be placed in the first place to incarnate "people-oriented" thought; (2) economic developing mode should be fell together with the construction of politics, culture and society to make for the quaternary construction and development of economy, politics, culture and society, and the relation among them is by no means of input and output; (3) economic developing mode should be a harmonious developing mode, especially includes a harmonious industrial structure, in the final analysis, a harmonized economic benefit; (4) economic developing mode should be propitious to the sustainable development, it especially should promote the thrift of resources and friendship with environment.Secondly, this paper advances the dual-subject viewpoint of the transformation of economic developing mode. Economic developing mode has not be fundamentally transformed for a long time. Governments should answer for the main responsibility for its absence, offside and inappropriateness, the government takes too much economic management function in hand, sometimes even directly intervenes into the administration and some local governments also apply disorderly competition, do some low-level redundant constructions and blindly pursue the growth of GDP, for instance. The most important functions of governments such as social administration and public services have not been managed appropriately, causing the dissatisfactions of the mass, even leading to "mass affairs" and so on. The enterprise is the main body of market economy and science and technology innovation. The transformation of enterprise productive mode is related to the realization of the transformation of economic developing mode, so it is also the main body of the transformation of economic developing mode. Therefore, the construction of innovative governments and enterprises must be promoted to realize the transformation of economic developing mode and the function of these two main bodies must be sufficiently exerted.Thirdly, this paper puts forward that science and technology innovation is the key link of the transformation of economic developing mode. The science and technology innovation is placed at the key link to support the transformation of economic developing mode and it does not exclude the function of system innovation. In a sense, when China's per capita income exceeds 3000 U.S. dollars, the fact that economic development must rely on the drive the science and technology innovation has been proved by developed countries. At this stage, system innovation gives service to the science and technology innovation and the supporting system of the science and technology innovation must be constructed and improved. Such supporting system of the science and technology innovation should treat the promotion of the transformation of economic developing mode as its strategic target, the combination of market orientation and government services as its operational mechanism, the integration of scientific resources and the rapid transformation of scientific research achievements as its emphasis, the integration of industrialization, teaching and research as its carrier, the support of finance as condition. Placing the science and technology innovation at the key link of the transformation of economic developing mode also fits the contemporary demand of new technological revolution and industrial revolution in the context of the current financial crisis, so it has a strong practical significance.Finally, with the inspiration of the spirit of the Seventeenth Congress, this paper seeks to construct the theoretical framework of the transformation of economic developing mode in content. It presents the connotation, current situation, method and route choice of the transformation of economic developing mode, and considers that science and technology innovation, structural adjustment and institutional innovation must be mastered to realize the transformation of economic developing mode, and that the function of governments and enterprises as two main bodies should be full exerted. From this point, the framework of this research is certain creativity.There are also many deficiencies in this thesis. Although the author has involved a serious discussion of each related part of this thesis, it is still imperfect such as the discussion of the promotion of the science and technology innovation to the three major structural transformations is a little flimsy. The connotation of economic development is extremely rich and it is difficult to quantify the index system of its transformation so this research has not discussed and constructed the index system of the transformation of economic developing mode. Limited by the information and personal knowledge, this article also does not specifically analyze the provincial and regional areas' state of the transformation of economic developing mode. However, these deficiencies have laid the foundation of the follow-up study.
