Study On Strategy For Institutional Innovation And Development Of Science & Technology Park Based On National Innovation System

As the pioneer of system innovation and growth pole of regional economical development,science and technology park is the important part of national innovation system.The development of science and technology park features high-tense of intelligence and knowledge,which helps solve the problem of optimizing and upgrading the industry structure and increasing comprehensive economic strength.However,the science and technology park is based on technological innovation-driven development.The inability of institutional innovation is the deeper-level cause of poor economic efficiency and weak innovation ability of science and technology park.The thesis,which takes science and technology park institutional innovation for objects,uses synthetically theory of philosophy,economics,statistics and management.The thesis adopts analysis method,comparative study,questionnaires method and quantitative analysis method to study science and technology park.Under national innovation system background,the thesis starts from the institutional innovation field as public policy innovation,management system innovation and intellectual property innovation.It discusses the state and the cause of institutional innovation for science and technology park.By using Tianjin New and High-Tech Zone as an example,the thesis starts from the management system state and policy-making for independent innovation demonstration zone construction in the institutional innovation field and reaches the following conclusion.1.It is essential for institutional innovation to develop high and new technology of science and technology park.Institutional innovation should not only be oriented by technological innovation based on material concern.Reasonable institutional innovation has a positive effect on the industry development of science and technology park.2.Government plays an executive direction role instead of decision-making role for the development of science and technology park.The establishment of market system can survive the fittest of new and high-tech industries and transmit useful information to the economic subject.Meanwhile,it can guide company’s operating direction and provide diversification path of development.3.In order to establish sound incentive mechanisms which help develop science and technology park,it has make efforts to solve problems related to unclearness of the property rights,inefficient protection and inability to trade effectively of the property rights.In other words,innovation of property right institution should be established.4.To improve investment in cultural institution construction of science and technology park is the assurance of developing innovation and entrepreneurial spirit.Science and technology park should create an environment conductive to develop innovation and entrepreneurship;stop vulture develop towards conservation,fame acquisition and lack of integrity;foster a daring be first,risk-taking,brave in innovation,tolerant of defeat and focusing on credibility cultural environment.5.To construct Business Incubation Mechanism of science and technology park is the assurance of encouraging innovation and entrepreneurial behaviors,reducing the business risks and promoting technology diffusion.Science and technology park should encourage foreign investment and civilian capital to construct Business Incubation Mechanism,build entrepreneurial incubating services chain of enterprise nursery and incubator and accelerator.Speed up the formulation of reasonable layout of entrepreneurial incubator system,which makes incubators transmit from low-end service-oriented property to high-end professional value-added service.
