A Study On The Operational Mechanism Of Rural Public Service In China:on View Institutional Change

Since the reformation and being open to the world,the institutional environment and institutional arrangement during the People's Commune time have changed a lot. The operational mechanism of rural public service has transformed along with the establishments of the household contract responsibility system and"township government and village autonomy"regime and the development of social intermediate organizations.The operational mechanism of rural public service in China has ceased the model of Gorvenment's monopoly throughout the period of People's Commune,and has gradually transfered to a new mechanism(characterized by government-led),in which the private organizations and social intermediate organizations are involved.It's oriented by the top-down decision-making mechanism,in order to meet the public demand of the peasants,to develop the rural economy and to balance urban and rural development.The institutional change in rural society not only influences and shapes the rural public service,but also brings new blood for its advancement.The main body of the operational mechanism in rural public service has made the the private organizations and social intermediate organizations as a part of it.Though their effectiveness is very limited,they have reconstructed the supply main body of rural public service successfully.The role of the main body,in which the private organizations and social intermediate organizations participate partly under the government's leading,has resulted from the rural institutional change and the change of transition cost during since the reformation and being open to the world.At the same time,the matter is that,the effectiveness of the mechanism of rural public service is restricted by the absence of institutions and the disadvantage of path dependence.As a result,the problems,such as the public service shortage,the absence of the rural goverment and the neglect of the peasants'public demands,are becoming noticeable.Problems bring out conflicts,and it is the conflicts that create the possibility to advance.Thus,the mechanism of rural public service also has the room of Pareto improvement in the future.
