The COP 15 United Nations Climate Change Conference Copenhagen 2009 proposes low-carbon economy, cyclic economy, and efforts to promote low carbon transformation of economy and society, which give a huge challenge to traditional pesticide of high toxic, high residual, low efficiency. Pesticide is an important part of modern plant protection. It plays an irreplaceable role in safeguard of grain production, farmer households' income and effective supply of products. But it takes risks and challenges to safety of agricultural products and ecology environment. China is the biggest country of pesticide production and pesticide application in the world. But because farmer households lack pesticide safety knowledge, pesticide supply brings enormous threat to agricultural production, farmer economic development and the life of urban and rural people. In recent years, along with the consciousness of environmental protection and food safety, it is urgent to strengthen pesticide management and speed up the development of pesticide technical service. If we can control pesticide residues pollution from the source, we ensure safety agricultural products, the health of human and animal, and ecological balance. Therefore, it has great theoretical significance and profound realistic significance to study the supply and demand of pesticides and technical service.This focuses on the supply and demand of pesticide and technical service in China. The theory of supply and demand is as the main line. The theory of public goods, the theory of planned behavior, the market failure and government failure is as guidance. The article based on farmer households studies the concept, supply, demand, influence factors, current situation, and development trend of pesticide and technical service with the method of demonstration and specification, static and dynamic, qualitative and quantitative. At the same time, it studies the balance of supply and demand of pesticide and technical services. It judges the equilibrium of supply and demand, and analyses causes of imbalances. Through the United States, Germany, Japan and Egypt, it provides beneficial inspirations for China of pesticide and technical service with the successful experience of four typical countries.Finally, it put forward specific suggestions to achieve balance of supply and demand about pesticide and technical service.Through the analysis, it has some main research conclusions:1.The overall demand of domestic pesticides rises and the structure of types adjust gradually. There is consistency on biological pesticide demand in the purchasing intention and behavior, but the difference of influence factors is bigger. The consistency is that 98.77% farmer households who have the willing of buying biological pesticide have the behavior. The difference is that there are only two significant variables:gender and education in both models. The rest in the significant variables to purchase model has no significant influence in purchasing behavior model, and the gender has opposite directions in two models.2.Farmers have strong demand for Pesticide technology service.The sequence of demand priority about pesticide technical service is as follows:disease prevention, purchase, application, pesticide equipment maintenance,poisoning and store.3.The overall supply quantity of pesticide rises, slowing, but relatively poor quality. China is the world's first pesticide production. The pesticide price basically is on the rise. The quality of pesticide supply is relatively poor, and much lower than the international advanced level.4.The suppliers of pesticide technology service contain government supply, market supply and independence supply. Government supply is the traditional supply model,mainly dependent on agricultural extension system. Market supply is profit organizations such as pesticide manufacturers. They provide technical services of pesticides according to market demand for profit model.The independence supply is farmer households own individual or group on a voluntary basis, by independent organizations to provide technical services of pesticides.The village-level cooperatives of agricultural plant protection as a new supply will be the future of Social Service in pesticide technology trend.5.The supply and demand of Chinese pesticide technical service is imbalance mainly in three aspects:first is the imbalance quantity; second is unbalanced quality and low quality; third is unbalanced structure, the real demand of farmer households is no effective supply and satisfies.In the survey, it also reflects pesticide technical service is insufficient effective demand and effective supply of the dual contradiction, and the satisfaction of pesticide technology supply is not high.6.There is a variety of reasons about unbalanced supply and demand in pesticide and technical service. The reasons of unbalanced supply and demand of pesticide are: asymmetry of pesticide products and policy information; pesticide manufacturers blind to expand production scale; pesticide R&D relatively lags; pesticides regulatory mechanism is not perfect. The reasons of unbalanced supply and demand of pesticide technical services are:imperfect agro-technique extension system; supply subjects are lack of effective incentive mechanism; small scale of production management and the benefit of farming are bad; the technology adoption process is to revise the technology process.There are three breakthroughs in this article:1.it defines clearly nature of pesticide and technical service with the theory of public goods. Pesticide is as material technology and a private good; Pesticide technical service is a kind of quasi-public goods, and it need to provide by the market and government.2.In order to explain the price fluctuation of pesticide, it studies static equilibrium price and put forward the dynamic simulation model o f cobweb cited the theory of cobweb.3.It analyzes the factors influencing purchase intention and behavior of biological pesticide with the Logistic regression model.The quantitative analysis can strengthen the results.The suggestions of balancing the supply and demand of pesticide and technical service in China:(1)to establish and strict implementation of the relevant laws and regulations.It can construct the long-effect mechanism of pesticide management; establish multistage linkage mechanism from central, province, city and county. (2) Increase supervision to pesticides and technical services.The establishment of effective mechanisms of pesticide regulation; greater policy implementation supervision and inspection, product quality and overall strengthening of pesticide regulation, pesticide efforts to standardize the market order, the safe use of pesticides has greatly strengthened its guidance and technical services.(3)To broaden channels, and perfect technical service mechanism.To structure diversified pesticide technology service system about the government public pesticide technical service organizations as dominant; socialization of pesticide technical service as important strength;education, agricultural scientific research units, leading enterprises and agricultural specialized cooperative organizations in collaboration. (4) To strengthen the education and training for farmer households, improving farmer households'quality and maintenance of health and ecological balance. (5)Strive to develop biological pesticide, and improve the cognitive and identities of farmers to biological pesticide, and through reasonable pricing, improve quality, promotion, choosing initiatively to build up the benign development of biological pesticide.(6) To accelerate brand building, regulate the market, improve our pesticide brand effect and core competitiveness.
