In the 1990s, the worldwide "green revolution" happened. The environment and development have become the world issues of common concern and green barriers will force enterprises to take the development of circular economy. The circular economy characterized as "reduce & reuse & remanufacturing & resources" is essentially the reconstruction of the economic system that is drawn on evolutionary theory of natural ecosystems and on the basis of the ecological evolution and natural law, and makes the use of natural resources and environmental capacity, based on material recycling and energy conservation laws. The characterkstics of the system are low extraction & high-use & low-input & high efficiency & low emissions & recycled. To the industry of equipment manufacturing, its development is inseparable from natural resources and the environment, and from the development and utilization of natural resources and the environment to achieve their own survival and development. Meanwhile, the equipment manufacturing industry is the big consumption of resource and energy, and the economic development of the traditional equipment manufacturing industry relies on the high input resource, high consumption of energy and sacrifices the environment in exchange for extensive economic growth. Circular economy integrates environment with production, carries environmental friendshop throughout the entire product life cycle, and makes resources and energy get a reasonable and sustainable use in the ongoing economic cycle, so as to bring the impact of economic activities on the natural environment and reduce it as small as possible. Therefore, the circular economy is the human society to break the two major bottlenecks of the shortage of resources and ecological deterioration of the environment to the economic development paradigm revolution.This dissertation analyzes the relationship between China's development of circular economy and the building of "two-oriented society," Puting forward the development of circular economy is basic approach to build a resource-saving society, is the inevitable choice to build environment-friendly society and urbanization Development, is the fundamental guarantee of industrial technology upgrading and industrial restructuring. Connotation of developing circular economy is to achieve two major goals of improving economic efficiency and achieving the ecological balance. The two main goals of the development of circular economy and building the "two-oriented society" is the reality requirement of China's economic and social development. Designing the basic framework and models of the development of circular economy for equipment manufacturing industry based on China's resources and energy and environmental constraints, will help to improve their core competitiveness and achieve a win-win benefits purposes of economic and ecological.From a macro point of view, this dissertation puts forward establishment natural ecosystem economic systems based on property rights and value and constructing the interest mechanism as the core is the key issues of creating a system of circular economy, proposing the resources and energy and ecological environment is as the elements of production, and to change the existing pattern of interests and is a key element in the development of circular economy, incentives and guidance and make policy and measures to develop circular economy by the government. From the microscopic point of view analysis, enterprises are the basis and the main body for the development of circular economy. This dissertation analyzes the corporate social responsibility. From the macro-and micro-level, use of game theory to choice the decision of development of circular economy, only China's equipment manufacturing enterprises take the circular economy, can we stand on the world economy.From the resource & energy & environment & social areas, in accordance with principles of circular economy, this dissertation proposes "equipment manufacturing 4R" principle, and mainly researches product eco-design & cleaner production & sale use & recycling reuse & remanufacturing of equipment manufacturing, and applying the theory of circular economy reengineering traditional process, it carries the economic activities organized into a "resources-products-renewable resources and remanufacturing products" feedback process. To the equipment manufacturing Enterprise features and emphasis on product eco-design, the "reduce" is on the first place, starting from the source we should save resources and energy, reduce pollution, stress the combine of "reduce" and the product function design by use of reliability, stress the cleaner production on manufacturing process. Analysis from government to industry and enterprises, the government formulates legislation and policies and regulations of cleaner production, industry guides for cleaner production, and enterprises reduce solid waste and liquid waste, and the waste is becomed as a resource in the cleaner production process. It proposes remanufacturing engineering design and remanufacturing of discarded products face of environmental responsibility. analyzes the connotation and characteristics of remanufacture, focus on analysis the content and optimization problems on remanufacturing of the equipment manufacturing industry, achieve greater resource utilization and reduce energy consumption and save costs and reduce environmental pollution. The Equipment manufacturing industry to achieve the purpose of developing circular economy follow the ERM (Environmentally responsible manufacturing) and the use of 3DCE (Three-dimensional concurrent engineering) from the product design & process design & supply chain design and carry out process reengineering in accordance with principles of circular economyThis dissertation is based on the empirical analysis of China's 500 most powerful industrial enterprises——Xiangtan electric manufacturing group (XEMC), that is XEMC in accordance with "Eleventh Five-Year" plan's "insistence on the development equal emphasis on conservation, conservation priority, according to reduction & reuse & resource-oriented principle, resource extraction, production and consumption, waste generation, consumption and other sectors, gradually establishing the resources of society as a whole recycling system, "according to circular economy" equipment manufacturing 4R "principle based on the resources area & energy area & environment area & transport areas conceiving circular economy development ideas focusing on the development of dual-energy electric bus industrialization projects, urban light rail vehicles industrialization projects, large-scale pump industrialization projects, megawatt-class wind power industry of four major green product industrialization projects. With energy and materials and environmental protection as the center, proposing product eco-design concept for XEMC, focus on the overall efficiency of the cleaner production in industrial production systems, technological transformation of existing industries to increase the technological content, improving the quality of enterprises, reducing consumption, improving efficiency, through product eco-design and green material selection and production process of reform and production process management and internal recycling of materials and using such links as a scientific and rationalization, in accordance with circular economy, and rebuilding the organizational structure to achieve improve resource utilization reducing energy consumption, and making industrial production fall to its lowest level of pollutants eventually.
