A Case Study Of Youxian Government’s Attraction Of Duoli Electric Commercial Park Project

Investment attraction is a socio-economic activity,arising from the environment of rapid market economic development,which plays an important role in promoting local economic construction and has a profound impact on the local economic and social life.Since the reform and opening-up policy,investment attraction has become important work for China’s local governments at all levels to promote economic development.Under the new normal circumstance of rapid changes of the international and domestic economic forms,local governments at all levels is seizing strategic opportunities of "One Belt and One Road",a new round of development of the western region,the "China Manufacturing 2025" and "Internet +",to carry out investment attraction work with scientific planning,advancing with the times;to optimize the local environment and promote the sustainable and healthy development of regional economy.This paper will take the approach of the business attraction of Duoli Electric Commercial Park in Mianyang City as an example;will describe three issues including that the government cannot effectively meet the demand of the project,that the regional investment environment can not highlight the competitive advantage and that the promotion of the joint development of different industries has not yet become the starting point of investment attraction;will introduce the typical business of Duoli Electric Industrial Park project and analyze the effective measures carried by the Youxian District government,elaborate the process and way of attracting the project of Duoli electric business park,and discuss the difficulties and measures in the practice of attracting investment.This paper is divided into eight parts.The first part is the introduction,which introduces the background and significance of investment research,domestic and foreign research status,theoretical basis and research ideas and methods.The second part elaborates the present situation,the dilemma and the typicality of the local government’s investment attraction.The third part is a case description of the Youxian District Government’s attracting of the Duoli Electric Industrial Park project.The fourth,fifth and sixth parts respectively analyze the three factors of.The seventh and eighth parts do an inspiration analysis and make an inspiration of local governments’ investment attraction work.Research shows that in the local government’s investment attraction,theinnovation of business attraction ways is an important means;the optimizing of the investment environment is a key factor;the guiding the joint development of different industries is the fundamental purpose.Through the research,the author enriches the theory of the government’s investment promotion work,and its experience revelation also has some reference for other local governments to carry out investment promotion work.The research result provides reference and research material in the area of perfecting the functions of the government in economic work.
