Study Of The Development Of China's Tourist Towns

Small tourism town is an important type of small towns, and is the product of the fast development of tourism industry and the new requirements of small town construction. Small tourism town has great developing potential during the process of the urbanization and the transformation to later industrialization and post-industrialization periods, because of its good adjustment to the changing of the market and the transformation of the development model. Though the tourism town has already attracted great interest and many articles have appeared, the systematic study of it is still in blank. As a cross-field research, the author will apply the existing theory of both tourism and small towns to the study of small tourism towns. As a pragmatic study, the article will infer the basic rules of the small tourism town's development through the review of experiences from other countries and the practice of the development of small tourism towns with China's characteristics. The author will summarize the basic characteristics of small tourism towns through the analysis of main statistical index, and put out some basic guidance of its development by detailed studying of different types. The main methods are statistical analysis, data analysis, field study, expert consultation, and etc. The thesis has six parts:Chapter one is the basic analysis of small tourism towns, with the emphasis of defining the concept, the review and division of the history. It also analyses the main points of views of rural construction, industry combination, urbanization and anti-urbanization, comparative advantages, experience economy from the perspective of the practical development of small tourism towns.Chapter two is the background analysis. It analyses how to urbanize small towns through the development of tourism, and analyses the development of China's tourism industry based on the small tourism towns. It also describes the unique importance of small tourism town's development through the perspective of economy, culture and environment.Chapter three is the analysis of the development of small tourism towns. Based on the data from Ministry of Construction and State Statistical Bureau, it analyses the GDP, industry structure, fiscal revenue, investment, demographic, employment. income, location and public facilities of small tourism towns with detailed numbers and shows a outline of its development.Chapter four is the developing strategy analysis. It puts out basic guidance for the development of small tourism towns, e.g. government-leading model, internal ordinance of industries, of interested parties, of environment, and the standardization and uniqueness of its development.Chapter five is the analysis of types. From the practice, the small tourism towns can be divided into three types, that is based on the scenic spots, with historic interest, and leisure towns in the suburb. The article also puts out basic guidance and measures of each type though the analysis of their characteristics and key points.Chapter six is the analysis of policies. It analyses the importance of the special policies to facilitate the development of small tourism towns, and shows the practice of the policy used before in and out of China. It also makes some proposal in the field of fiscal policy, tax policy, land policy, financial policy and the establishing of mechanism. The novel of the article:First, urbanizes small towns through the development of tourism is in coherence of China's real situation and is benefit to the urbanization with the combination of economy, social and culture, and it's also a new and important way. Second, different from the small industry towns, it should put importance to its own characteristics in the developing goal and model. Third, the development of small tourism towns is a systematic work and should combine with protection. Fourth, it needs to be divided further, which makes it possible to guide the development with their characteristics. Fifth, the government should facilitate its development.
