Study On Performance Evaluation Of Urban Science And Technology Input

In recent years, with the sharp increase of science and technology (S&T) input at all levels, China's independent innovation capacity have been greatly improved, and the enterprise has gradually become the main actor of innovation. This paper studied the performance evaluation of urban S&T input by examining the theoretical and practical problems of evaluation of S&T input, especially the absence situation of management theory and performance evaluation of urban S&T input. And this paper aims to construct the performance evaluation theory of urban S&T input and to give some suggestions for the management of urban S&T input.The main contents of this paper are as follows:Firstly, this paper studied the basic theory of performance evaluation of urban S&T input. By discussing the contents, features and functions of urban S&T input, and analyzing the formation mechanism of performance of urban S&T input, this paper constructed the performance evaluation theory framework of urban S&T input.Secondly, this paper built the evaluation model and made the empirical analysis of urban S&T input. By dividing the performance evaluation system of S&T input into three sub-modules——evaluation index, evaluation methodology and evaluation result, this paper evaluated the performance of S&T input of 12 sample cities such as Beijing, Shanghai, Shenzhen, Dalian and so on with the DEA and fuzzy evaluation methods.Thirdly, this paper analyzed the performance of typical models of urban S&T input. By abstracting the typical models of urban S&T input with the samples of Beijing, Shanghai, and Shenzhen, this paper researched the relationship between the structure and the performance of S&T input and summarized the advanced experiences of urban S&T input for reference.Finally, this paper studied the performance evaluation of S&T input and the institutional innovation of Dalian for case study. This paper evaluated the S&T input performance of Dalian with the PCA method, and compared the cost, efficiency and benefit of Dalian S&T input. Then according to the analysis of problems of Dalian S&T input, this paper puts forward some specific measures of S&T input management from three aspects——mechanism innovation of urban S&T input, reform of management system of government S&T funds, and policy options for encouraging S&T input.
