The performance of scientific and technological innovation reflects the scientific and technological competitiveness and economic development strength of a region,so it has a certain strategic significance to analyze the performance of scientific and technological innovation.A set of scientific input-output evaluation index system is the basis for scientific evaluation of input-output performance of regional scientific and technological innovation.Without a scientific evaluation index system,the final evaluation results will inevitably deviate from the true evaluation results in a certain extent,which will not only can not provide scientific and effective guidance for the scientific and technological management work of the relevant government,but also will even mislead the relevant government departments to formulate and implement science and technology policies.Therefore,it is an important work of regional science and technology management and economic and social management in Henan province to construct a scientific evaluation index system which can measure the input-output of scientific and technological innovation,and analyze the performance level of input-output and technological innovation and put forward some countermeasures and suggestions.According to the social network analysis and correlation analysis,the paper selected 27 relevant input and output indexes in the representative 24 core journal papers,and finally determined 7 input and 3 output indexes.On this basis,the input-output capability of regional scientific and technological innovation in Henan Province is analyzed by entropy method and grey correlation degree method,then the processing results obtained by entropy method and grey correlation degree method are assembled by pull-out grade combination evaluation method,and the final input-output capability of regional scientific and technological innovation in Henan Province is obtained.Finally,according to the input-output ability,the results of the performanceanalysis of regional scientific and technological innovation in Henan Province are obtained.The results show that in the six years from 2013 to 2018,the capacity of regional scientific and technological innovation investment in Henan Province has been in the middle and lower levels in 30 provinces and municipalities and six central provinces,which is significantly worse than that in better developed regions such as Beijing Municipality,Jiangsu Province,Zhejiang Province and Guangdong Province;Innovation output capacity is at the middle and upper levels in 30 provinces and municipalities and six central provinces,but there are still some gaps compared with better-developed regions.According to the input ability and output ability of regional scientific and technological innovation,the input ability of regional scientific and technological innovation in Henan Province is in the middle and lower level,the output ability is in the middle and upper level,and the input level of regional scientific and technological innovation in Henan Province is relatively low.The level of innovation performance is in the middle and upper level in 30 provinces and municipalities and six central provinces,but the gap is obvious compared with the top ranking regions such as Beijing Municipality,Guangdong Province and Jiangsu Province.At the same time,the comprehensive performance value is less than 1,which indicates that the output level of regional scientific and technological innovation in Henan Province is lower than the input level,which means that there is an unreasonable use phenomenon in the input of some scientific and technological innovation resources,resulting in the input of scientific and technological innovation resources is not fully utilized.The main innovation of this paper is that it puts forward a complete set of processes and methods to construct the evaluation index system of input-output performance of regional scientific and technological innovation in Henan Province,which avoids the random setting of index system,and makes the index system based on the paper accurate and scientific;The results of the two objective evaluation methods were assembled by the method of pull-out grade combination evaluation,so that the final analysis results are more objective andaccurate which contain the information of the two methods.
