Research Of Science And Technology Project Performance Evaluation Standards Based On Input-Out Theory

In this paper,according to the relevant requirements of national science and technology project management reform,it is of great theoretical and practical significance to research and establish the performance evaluation system and standard of input and output of science and technology projects,which can effectively allocate scientific and technological resources and enhance innovation capability of China.This paper is divided into six chapters.The firest chapter is introduction,mainly to this article research background,research significance,research methods and innovation points are briefly described.The second chapter is literature review,mainly expounds the basic input-output technology projects related aspects of the performance evaluation system of theory,and carried on the thorough analysis of these theories for home and abroad by using the method of comparative analysis of related system index system and evaluation method for summarizing and carefully combed,and has carried on the literature review,find the breakthrough point of the thesis.The third chapter,science and technology project of input and output performance evaluation standard system construction of standard,in this chapter,in accordance with the relevant theories of performance evaluation and combined with relevant research results at home and abroad to design the performance evaluation scheme,and combining with the actual situation of our country social democratization and influence of science and technology project of basic input and output factors of performance evaluation scheme,is proposed based on input-output theory construction project of science and technology input and output performance evaluation index system and standard.The fourth chapter,the method of selection and application of concrete research,in this chapter,the comparison and analysis of all kinds of performance evaluation methods,advantages and disadvantages of these methods,according to the requirements of the performance evaluation of input-output of science and technology project,select network analytic hierarchy process(ANP)approach to science and technology project of input and output index confers the performance evaluation of related system.The fifth chapter,this chapter for case study.Select an object to a project of science and technology as a case study,through the construction of the project of science and technology input and output of the performance evaluation index system and standard to carry out the performance evaluation of science and technology project of related research analysis,so for the input and output in the process of project implementation of science and technology problems such as the rationality of the system of performance indicators standards for validation,and verify its scientific nature and reference of evaluation standard of the performance evaluation to assess how easy it is.The sixth chapter is the conclusion of the study and analysis for summarize and put forward relevant countermeasures and Suggestions.The argument of this article summarized as follows:(1)this paper build a performance evaluation index system and standard for good evaluation project of science and technology input and output performance,and to a certain extent,to simplify the evaluation work.(2)the research input and output out of proportion,and the utility declining gradually.(3)in science and technology project performance evaluation,the evaluators of SCI papers,three kinds of authorized patents,transfer of scientific and technological achievements abroad and SCI papers affect the four aspects of the output high recognition.And according to the research conclusion of this article and study found problems in the process of reasonable Suggestions were put forward.
