The evaluation of construction of urban infrastructure is a very important researchsubject in the development of national economy. A great deal of money has been putinto it each year. Though in the past domestic and foreign scholars have studied theconstruction of urban infrastructure a lot, scientific, comprehensive, effective method ofevaluation need to be studied further. The National Construction Bureau made adecision of making research of evaluation of urban infrastructure in the second half of2003, which is the background of this paper. With the modern managerial theory, thispaper applies methods of management science to the comprehensive evaluation of urbaninfrastructure and makes systematic study. Six chapters are involved in this paper, themain research contents can be summarized as follows:1. Analyze the character and concept of urban infrastructure and establish thesystematic framework which has five sub systems. Put forward the studying path ofhow to make comprehensive evaluation of urban infrastructure, which has four keydimensionalities: constructional level, the input and output efficiency, the supply anddemand harmony, and the developmental speed. Discuss the evaluating level.2. Establish the index system to the constructional level of urban infrastructure anda series of sub models which include the concept-tree model to deal with the correlationbetween different index, the Broken-line Graph, the Bar Graph model and the RadarGraph model to deal with evaluation of a single index, the AHP-Fuzzy model to dealwith comprehensive evaluation.3. Establish the index system and the DEA/PCA Two Dimensional model. Thismodel can be used to evaluate both the latitudinal efficiency between different cities andthe longitudinal efficiency of the same city between different times.4. Establish the framework, method and model to evaluate the matching between thesupplying sub system and the demanding sub system of urban infrastructure. And theanalysis of the demanding system is based on three dimensionalities: character of city,economic level of city, and scale of city and social development request. And theanalysis of the supplying system is based on five sub systems of urban infrastructure.5. Discuss the developmental speed of urban infrastructure and establish the indexof developmental speed6. Apply the evaluation model of this paper to make comprehensive evaluation ofurban infrastructure of Tianjin city.
