Science and technology is the first productivity. Since the reform and opening up, Scientific and technological factors on the role in promoting economic development is very important. It has become one of the most important indicators of the measure of a country or area core competitiveness. Input of science and technology is the foundation of development of science and technology. In recent years, most of the countries in the world are constantly increasing scientific and technological manpower, material resources and financial input. Driving by the fierce competition of global economy, our country also is being increased ceaselessly to the input of activity of science and technology, makes the country independent innovation capacity and economic strength greatly improve. Therefore, study on the effect and efficiency of science and technology input and output, so as to improve the fund efficiency, optimize the allocation structure, has very important theoretical and practical significance.This thesis consists of5parts:The first part is the introduction, which introduces the goal, theoretical route and significance of this article research, reviews and combs the research of domestic and foreign on the science and technology activities. The second part elaborates definition and features of performance evaluation, the necessity of performance evaluation of input in science and technology and the existing performance evaluation of input in science and technology system deficiencies. The third part is the study of performance evaluation system of input in science and technology based on the fuzzy comprehensive evaluation model. This chapter introduces the basic framework of performance evaluation system of input in science and technology, elaborates the performance evaluation of input in science and technology method selection, and then uses the fuzzy comprehensive evaluation model to build the performance evaluation index system of input in science and technology. The fourth part is the case study, mainly to verify the practicality of evaluation index system of input in science and technology. Taking Hubei Province as an example, this chapter uses performance evaluation index system of input in science and technology to evaluate the input of science and technology system, find out the deficiency of input in science and technology, and puts forward corresponding measures.The main research results and innovations of the thesis are as follows, according to the related theory and principle of performance evaluation index selection of input in science and technology, establish performance evaluation index system of input in science and technology, use grey correlation degree method and AHP to select indicators and determine the weights. Eventually this thesis establishes a more concise, comprehensive index system, and finally uses the fuzzy comprehensive evaluation model to evaluate the performance of input in science and technology.
