With the constant transition of global economic development modes, current society stepped into age of knowledge economy. Intellectual resource has become the special social resource, including skills, technique, experience and other intangible resources, intellectual achievements, intelligence carriers and other tangible resources, which has great significance for society and economics. Nowadays, the actual productivity could be regarded as the result of materialization of human knowledge. Meanwhile, the storage quantity and transitional efficiency of intellectual resources are important factors which can influence sustainable economic growth. Thus the exploration on "Intellectual resources" theories has become an increasingly urgent task and the research on explicitation of invisible knowledge in intellectual resources has been the emphasis and difficulty of research all the time. Therefore the systemized research of explicit methods shall be the important field in current intellectual resources management and research. This paper is to take systems science and systems engineering as the perspective to apply systematic analysis of mathematical method, conduct intensive study on intellectual resources explicitation through aspects of tacit knowledge modes’ comment, spread process and quantity simulation from person and organizations.Main research content and innovative work are of this paper as followed:(1) Construct PO-TKS mode of tacit knowledge sharing on personal and organizational perspective and corresponding tacit knowledge sharing comment index system. Conduct analysis on the connotation and extension of tacit knowledge sharing between individuals and organizations, and on the basis of introduction and reviewing the obstacles encountered during sharing process, sharing insurance mechanisms and definition of tacit knowledge and other theories, macroscopically think about the organizational systems, administration level and environmental factors referred in tacit knowledge sharing, correspondingly consider about influencing factors including tacit knowledge initiator, receptor and external factors, construct sharing modes and sharing comment index systems of individual and organizational knowledge and solve it. It indicates that the explicit extent comment of intellectual resources tacit knowledge is stressing the qualitative data first and calculation second, which provides a new idea for construction and comment of tacit knowledge sharing mode of individuals and organizations.(2) It formulates the CPCC mode based on contact-type tacit knowledge spreading process. It first analyzes tacit knowledge’s spreading connotation, features, spreading method and laws, tracks the spreading progress. And secondly it introduces the contact-type cooperation mode, compares and analyzes the cooperative mode and spreading mode to construct the tacit knowledge spreading mode based on contact-type cooperation. Then it establishes quantitative mode of knowledge spreading through contact cooperation research on tacit knowledge sharing progress and calculates on reception, infection, forgetting and superposition and other factors, which has provided a new thought for mode building and quantitative calculation of tacit knowledge spreading progress.(3) It puts forward the BP and CL neural network simulation from perspectives of person and organizations and simulates the explicit progress of tacit knowledge to improve the spreading of tacit knowledge’s explicit extent, formulate the stable and sustainable stimulating systems as purpose and comprehensively consider the dilemmas in practice and normally used simulation mechanisms. On the basis of CPCC mode, it applies BP neural network to simulate the explicit progress of individual tacit knowledge, explores the final situation and stability of system and calculates the sharing extent among individuals; in the meantime, on the basis of PO-TKS mode, it applies CL neural network to simulate the explicit progress of tacit knowledge on organizational level, figure out the dominative factors for the whole organizations’explicit progress, and meanwhile under the index reaching special conditions through quantitative calculation, tacit knowledge of organizations can finish the four phrases processes in explicating. The quantitative observation for explicit spreading provides a brand new method.(4) Conduct empirical studies. Targeting at the BP neural network simulation based on CPCC mode and CL neural network simulation based on PO-YKS mode mentioned in this paper, I conduct the empirical studies through three cases. Firstly, make plans through FCM and CL neural network modes, make standards for the classification of lands on cultivating or pasture in Xinjiang region through taking cluster center as tacit index for specialists ’tacit knowledge; secondly, apply SVM method to analyze the case of wine tasters’ tasting to prove that well-trained SVM mode can replace specialists’ comments and we can advertise and model the tacit knowledge of specialists; lastly, it analyzes the case of evaluation of Chinese universities scientific and research ability, we can collect and express tacit knowledge of specialists effectively through application of Hopfield mode to apply and promote the explicit progress.
