This paper aims to investigate the flaws and main problems in the system design and the policy system of Retuning Farmland to Forest policy.How the internal operation mechanisms of the government leading the desertification control system? How the market is expanding its operation space in the desertification control system? How to build a path to establish follow-up policy and implementation of protection mechanisms? Research on this series problem will answer the root cause of insignificant desertification control system, and be able to improve and build up a policy system of the follow-up period of returning farmland to forest.Based on the above analysis of problems and research goals, In the follow-up period of returning farmland to forest policy, attempts to combine regulate research and empirical research, quantitative research and qualitative research, Use of welfare economics, ecological economics, institutional economics and other related microeconomics theory and principles to analysis the practice of returning farmland to forest in Inner Mongolia. Based on this, proposed to build a system of follow-up policy of returning farmland to forest paths and the main content, and further analysis the implementation of security mechanism,from this we can see the conclusions of the thesis and subsequent policy recommendations.This paper drew the following conclusions:First, The Behavior Dominant of the ecological management is farmers, also micro-economic organizations has the pursuit of maximum economic efficiency characteristics, so in the desertification control system should be restore the farmers’ participants status, with the interests of the mechanism to guide farmers to participate in desertification control activities.Secondly, desertification control activities are the process of eco-products. Reforestation can be understood as a general agricultural production activity, the process of production of private goods and has scarcity. This is the production processes. In trade link, if only rely on direct transactions between individuals to solve the supply problem, the transaction costs are too high and not worth the candle and trading market is difficult to establish. Therefore, the government intervenes in the ecological products trading market by the name of the supply of public goods, purchase ecological products. Therefore, the production process is the private sector; the transaction process is the transition from the private sphere into the public domain of the stage. Now, the production process is the problem of the private sector, and then it should be considered by the market mechanism to guide, rather than government intervenes in the production areas.Finally, the case studies section of the paper calculated the farmer’s transaction costs of the investigated area in desertification control. The results show that in desertification control, the farmers made great contributions on the ecological construction.Overall, China’s policy of returning farmland achieved fairly obvious stages effectiveness, But due to its current policy system design flaws and the implementation level of the deviations, consolidation of the results of returning farmland to forest policy also needs institutional innovation, establish a set of systematic and sustained market-driven incentive compatible policy system, this is also to consolidate the results of desertification control policy.
