However, when we pursuit the rapid growth of GDP, it also produced a series of ecological and environmental problems, such as serious soil erosion, the marine ecological deterioration, industrial pollution, haze weather are frequent. These environmental problems related to our extensive operation and development mode in the early stage, the CPC Central Committeeproposed must follow to the new industrialization roadby his sense of timing. The Eighteen Party Congress report clearly pointed out that we should vigorously promote the construction of ecological civilization in China, and refer the construction of ecological civilization to the same height with the economic construction, political construction, cultural construction and social construction. The "five-in-one"overall layout was the result of our party and state paying high attention to ecological civilization in the new era, and the inevitablerequirement of historical development.But how to comply with the relevant laws and principles of the construction of ecological civilization in the actual operation, itis need to standardize a set of scientific, complete, practical and feasible evaluation system and method for the ecological civilization. Then we can make objective evaluation and analysis with the results of ecological civilization construction, and sum up experiencefor the construction of ecological civilization service.This paper analyzes the latest achievements of ecological civilization construction at home and abroad, has a deep understanding of the connotation of ecological civilization and ecological civilization construction, based on this, evaluation and analysis of Shijiazhuang city’s ecological civilization construction achievement has been made. Based on the method of hierachical analysis, Shijiazhuang City ecological civilization index system was constructed, and it was consist of "total index-study area-specific indicators" three level index. The evaluation was made from the ecological field, economic field, social field and the coordinated development of the four aspects, for Shijiazhuang23countiesconstruction of ecological civilizationin2012. Preliminary calculations were made for each county ecological civilization index (ECI), reflect the overall situation of the construction of ecological civilization level of county.23city have been analyzed on Ecological, Economics, Sociology andCoordinated development Field,with Factor analysis and System Analysis. From The total index level, Comprehensive analysis and evaluation has been carried out with several Countermeasures and suggestions.(1) Based on the AHP, enter into the region conception, evaluate the building of the ecology civilization for the23districts and counties, and revise it with the mathematics method on the foundation of this, to ensure the evaluate precision and effect. In the process of the second level target building of the ecology civilization, not only considering the three mainly field of ecology, society and economy, but also considering the influence and the function among these fields, add on the coordinate development factors and select four targets to evaluate, raise the accuracy and applicability for the evaluation.(2) This text multi-dimensional evaluates the city ecology civilization building achievement from the three layers of Single factor analysis of evaluate level target, entire evaluation of branch field, entire and comprehensive evaluation of Shijingzhuang city ecology civilization building, and use the Arc View software to do the space analysis for about28targets of the four fields in the whole city of23districts and counties, especially for the entire analysis of the branch field, it makes the important significance for how to strengthen the ecology civilization building of this city from ecology, economy, society and coordinate field.(3) The evaluation of ecological fieldresults showed that western region had obvious advantages and central city had poor performance.The evaluation of economy fieldresults showed thatcentral and eastern region had obvious advantages. The evaluation of social fieldresults showed that central region were prominent and western region were bad.The evaluation of coordinated-development fieldresults showed that central region were worst.(4) From the field of ecology, economy, society and coordinated development based on the analysis of the evaluation, calculate the index (ECI) county of ecological civilization, and the comprehensive score is divided into four levels.GaoChengCity, LuQuanCity, ChangAn Area such as1grade, XinJi City, PingShan City, QiaoXi Area, JingXing-mining Area, LuanCheng City, ZhengDing City, QiaoDong Area, XinLeCity for2grades, relatively well;YuHua Area, JingXing City, XinHua Area, JinZhou City, Zhaoxian City, GaoYi City, YuanShi City into three grades, relatively poor;LingShou City,XangTang City, ZanHuang City, WuJi City.ShenZe City into four grades, ecological civilization construction level is poor, need to increase investment and policy tilt.(5) Basisedon the ecological civilization construction overall evaluation with cluster analysis,23interval has been carried on four types. There were ecological advantages type, economic advantages type, balanced developmental type and low-balanced type.Ecological advantages included LuQuanCity, XinLeCity, LuanChengCity, PingShan City. Economic advantages included GaoChengCity,XinJiCity, ZhaoXianCity, GaoYiCity, ZhengDing City, ChangAnArea, QiaoXiArea. Balanced developmental type included YuanShiCity, JinZhouCity, YuHuaArea, XinHua Area, QiaoDong Area, JingXingCity, XingTangCity. Low equilibrium type included ZanHuangCity, LingShouCity, ShenZeCity,WuJi City, JingXing-mining Area. Through system analysis evaluation, measures and Suggestions were proposed for government sector make decision. |
