The Study Of Establishment Of Differentiated Ecological Civilization Evaluation System And Applied Research

Ecological civilization is the inevitable choice of socialism with Chinese characteristics and is also the objective needs for complete the building of a moderately prosperous society and the crying needs for improve the ecological environment.It means a lot for the great rejuvenation of the Chinese nation.So scientific and reasonable evaluation of ecological civilization construction is the important basis for monitoring process and clearing direction of ecological civilization construction.This paper took PSIR model to build a differentiated ecological civilization evaluation index system of urbanized area,main agricultural production area and key ecological function area,based on the material of research on sustainable development index system at home and abroad and research on ecological civilization evaluation system at home,followed by the functional zoning strategy and differentiated principle.During the process,specified the county research scale and 5 evaluation dimensions,also combed the common index screening methods,data processing methods and endow weight method.On this basis,chose Sichuan province as study object,it has characteristics of critical ecological barrier,obvious spatial variation of population resources,serious coordinated development among regions.This paper chose statistical data and environmental statistics between 2010-2014 to do applied research divided by key zones for development,restricted development zones(refer to main agricultural production areas)and key ecological function zones.It analyzed the ecological civilization index and progress index between21 city stated and 183 districts and counties in Sichuan province,and also classified the ecological construction types by clustering analysis.In the end,this paper took the national innovative practice bases of “Lucid waters and lush mountains are invaluable assets” which belong to different main functional areas,and dissected the implementation of values of ecosystem services and ecological products,and built a conceptual scheme of “Two mountains transform”.All these results can provide theoretical foundation and practical experience for the west and similar areas of ecological civilization of the country.These efforts can contribute to rich the connation of “Two mountains” concept and guide the career of ecological civilization construction of better development.(1)By systematically combing the research status of sustainable development index system at home and abroad and research on ecological civilization evaluation system at home,this paper cleared problems of quantitative difficulties,lack of differentiated setting and too much emphasis on provincial and urban scale.This paper also systematically combing the relative theories of ecological civilization construction like: sustainable development theory,system theory and main functional areas.It also discussed the relationships between them and ecological civilization construction,and specified the principle of differentiated evaluation.(2)Combining the connotation of ecological civilization construction and based on the PSIR model,we renamed the 4 variables into society and industry pressure(P),resources and environmental state(S),ecological benefits influence(I)and ecological civilization response(R),and build a evaluation frame which includes 43 indexes.On this basis,this paper specified county level as our study level,5 variables,construction principles and idea,multi-sources data standardized methods.According to differences of products belong to different main functional zones,this paper built a differentiated evaluation index system.This system includes 5 first-class indexes and 35 second-class indexes for each main functional zones,while the content and weight of second-class indexes are not same and all indexes are introduced by common indexes and differentiated indexes.(3)This paper chose Sichuan province's statistical data and environmental statistic data to do applied analysis.All 183 counties' ecological civilization construction indices,progress indices and construction types are compared from different perspectives,all indexes' significance analysis are also done.Results show that,different main functional zones have different advantages,key zones for development is better in ecological economy and environmental protection and governance,limited development zones is better in eco-environmental quality,key ecological function areas is better in ecological living environment and eco-environmental quality.The general trend of Sichuan ecological civilization construction between 2010-2014 is ascending,inside them the ecological economy increases the most.By clustering analysis,this paper divided all counties into 6 types: relative balanced type,ecological advantages type,social developed type,balanced development type and low balanced type,and performed statistical analysis.(4)Followed by trade-off theory between ecosystem services and ecological products,quantitatively combing multiple transformation paths like ecological compensation mechanism,ecotourism industry and ecological agriculture.This paper chose Jiuzhaigou county which belongs to key ecological function areas and Enyang district which belongs to key zones for development as materials to propose “Two mountains” transformation paths conceptual model.This proves to be of certain novelty.
