The Sustainable Development Of Ecologically Fragile Zones From The Perspectives Of Livelihood Assets

There are vast overlap of ecologically fragile zones and poverty-stricken areas in present China. Based on the analytical framework for sustainable livelihoods, the paper focuses on the sustainable development issues of the ecologically fragile zones of Changting County in Fujian Province. From the perspective of sustainable livelihood, a regional road out of poverty with a combination of sustainable livelihoods development and ecological civilization are explored, so as to further promoting the emerging ecological county construction which locate in West-strait Economic Zone.Under the background of ecological civilization which is committed to balance regional development and improving people’s livelihoods, and during the critical period of aiding the poor, the traditional practice of the poverty reduction has been difficult to achieve the goal of common prosperity. How to break through the traditional development model of "pollution first, treatment later" as it was in the history of western countries, and how to combined with China’s specific national conditions to seek the development of ecological civilization and sustainable livelihoods regional road out of poverty, are the important issue facing the academia and all levels of government. Due to the hope of providing a new theoretical paradigm for the development of ecologically fragile zones, and on the basis of relevant theoretical research, this paper attempts to introduce the sustainable livelihoods analysis framework and to show how to break the "poverty trap" in ecological fragile areas. At the same time, with the analyze the theoretical issues of achieving sustainable development from the new perspective of ecological civilization, the evaluation of development model and discussion and so on.including the system assessment of the ecological fragile areas are discussed.This paper is seeking the balanceable anti-poverty model of environmental protection and economic development in the ecologically fragile areas, including the optimization of natural asset, physical asset, social asset, financial asset and human asset and the various developmental modes of its integration, such as environmental recovery and reconstruction mode, eco-industrial development model, etc., so as to achieve the ecological civilization goals of improvement of people’s livelihoods. Thus, the policy implications concerning the future development of Changting County about organization, policy, legal, financial and technological aspects of security are proposed. In fact, the above mentioned model played a strong role model of poverty alleviation and developing ecological civilization not only for Changting County itself, but also the province and the povderty-stricken areas in the whole country. It also has certain significances for similar areas in developing countries.
