The blowout and gas leak accidents occurred in high sulfur well sites frequently, it has seriously affected the lives and property of the surrounding residents. The alert and warning for the public is an important part of the emergency response of relief and disaster prevention. Therefore, theories study and system design for blow-out accident in natural gas fields with high H2S content has a great significance for preventing casualties and ensuring quick regional evacuation.Firstly, in this article, to improve the dissemination efficiency of alert and warnings, a model for alert and warning dissemination was built based on emergency evacuation networks and social networks. Next, to solve the deployment method of addressing the alert and warning system, a mathematical deployment model (BOPM) of the systerm was built and an approximate algorithm to solve a better noninferior solution of the model was brought forward to based on greedy algorithm. And then, the graph-theory and multi-objective optimization method were used to build a mathematical model (MOOP) of the optimum route for emergency management and appropriate algorithms were brought forward to calculate it. Finally, the above theory studies were tested in numerical simulation and specific cases, and in which the results are proved to be consistent with the theoretical conclusions.Based on the above theories study, the alert and warning system for blow-out accident in natural gas fields with high H2S content is designed. And then proper emergency broadcast notification policy assessment methods based on queuing theory, health consequences of accidents and deadline of real-time systems were proposed.The above theories study and system design can provide powerful technical support for improvement and optimization of the alert and warning system for for blow-out accident in natural gas fields with high H2S content.
