This paper describes an important part of the foundation of natural disasters faced by the background to determine the hazard warning vulnerability to natural disasters, vulnerability assessment and emergency decision-making model based on research, provide a basis for scientific decision making urban disaster emergency rescue. And the system gives a comprehensive description of the natural disaster emergency decision theory, the theory of natural disasters, vulnerability assessment, multi-sensor data fusion theory basic content, and for emergency aid decisionmaking information in the recommended way to do a more detailed exposition.For natural disasters vulnerability assessment of the characteristics of the target, thus selecting multiple attribute decision theory as the basic method of quantitative assessment of vulnerability to natural disasters, and natural disasters multi-attribute model for vulnerability assessment of the structure and the corresponding indicator system are described.Secondly, how effective early warning of natural disasters this problem through literature analysis and experimental design is proposed based on natural disaster warning system, multi-sensor model, and obtain information during the process of warning for the information fusion process and warning decision process for a detailed analysis to determine the natural disaster warning systems and the integration of multi-sensor deployment method for two different types of information. Finally, the Binhai New Area designed for fire alarm test, get a warning results generated two types of information fusion, and the results were analyzed.Finally, for rapid emergency response issues warning is issued, in order to improve the reliability of decision makers PAA proposed emergency decision information recommendation model based on natural disasters time scenarios. Choose from the emergency decision-making scenarios and contingency plans to identify two stages starting established emergency decision Recommended EDIR framework, which includes emergency information representation model, case matching model two basic models. Finally, select the Binhai New Area with times of disaster warning information for the data source, the model simulations carried out to verify the validity EDIR model. And from the information entropy and information transfer, this paper analyzes the efficiency of information transmission, thereby improving the accuracy of prediction accuracy and the whole system. This paper studies the problem in the analysis and design processes necessary risk warning thresholds encountered risk management, project risk management practices to provide a reference and support.
