The western remote areas,which are typical of Xinjiang,are vast in territory and low in road density,and have the characteristics of highway distribution with sparse road network in a wide area.Natural disaster emergency relies on highway basically.However,common natural disasters,such as earthquake,flood,debris flow and snow disaster can cause different forms of highway disasters,such as roadbed collapse,roadbed subsidence,landslide,snow on the road surface,resulting in road impassability and vehicle impassability.Because of the randomness of time,space and scale of such disasters,emergency demand is usually difficult to predict,and the scheduling of emergency resources is usually determined by the experience of emergency staff.How to schedule emergency resources in an orderly and efficient manner is particularly important for the emergency response of typical natural disasters on highways.Xinjiang is the core area of "one belt and one road" strategy construction and the highway safety guarantee system is an important part of ensuring the implementation of the strategy.This study focuses on the outstanding problems of Xinjiang highway transportation emergency response system,centers on improving Xinjiang highway transportation emergency response system,and takes improving the traffic emergency command platform as a foothold,combs and improves the traffic emergency management system of Xinjiang Autonomous Region.This research is commissioned by the scientific and technological project of Xinjiang Transportation Department.Starting from the characteristics of highway distribution,the types and distribution characteristics of natural disasters,the typical forms of highway natural disasters and the mechanism of emergency disposal are analyzed.The model of highway typical natural disasters and the mathematical model of emergency capability of emergency equipment are established,and the shortest path model of disaster points and emergency resource points based on Xinjiang highway network is constructed.Finally,the emergency resource dispatching system of highway natural disasters in Xinjiang is established.Xinjiang Highway Natural Disaster Emergency Resource Dispatching System is developed by VB,MapInfo and SQL Server.The above three models are embedded in the system.When natural disasters occur,according to the characteristics of highway natural disasters,the system automatically publishes emergency resource dispatching schemes to achieve rapid and efficient response to Xinjiang Highway Natural Disaster Emergency.
