Since the1980s, in the process of a large-scale city transformation and update, greatly change of natural material form and structure of cities, man-made destruction and city characteristics image convergence, make the city more and more away from memory home. One of the important reasons is that the development of the city is gradually cutting off from its development historical roots—the historical context, and for the city of long history, the historical context must have the rationality of its existence and development after various factors of city tested by time. The facts have proved that city cut off from its historical context is not only the water without a source, but will lose the direction of development and spread wantonly lack of control. Therefore, how to effectively protect, continue and reappear the city historical context, has become the foundation and necessity in the construction of city characteristic and making the city development direction, which is also a very urgent task facing the city.The history of Urumqi city is long, rich and unique, but due to various reasons, there are lack of a comprehensive, complete and reasonable tease and analyzes. This is not only detrimental to Urumqi which is in the high-speed development period, but also make many people, even professionals, lack of correct understanding on the history and culture of Urumqi, that has brought many negative effects, therefore it is urgent to analysis and study completely on its historical context. Firstly, the paper collect, research and integrate comprehensively the heritage of each historical period in Urumqi area in detail, because the heritage is the best carrier of historical context. In this process, facing a large number of historical heritage and various data to sort out, new heritage discovered constantly, the data of the existing heritage situation uptating, it is difficult for the existing collation and research method to effectively deal with such a complicated situation and data system, so we need a new way to research of city history context reappearance and digital management of Urumqi.Firstly, the paper makes qualitative analysis which expounds the present situation and characteristics of the city historical context of Urumqi, and then puts forward four different and distincitve city historical context threads, which are the city historical context thread of Silk Road commercialcity, the city historical context thread of traditional feudal city, the city historical context thread of modern revolution and the city historical context thread of mordern city construction at the preliminary stage. At the same time, sort historical heritage according to the city historical context thread to provide basic data for decision-making and effective management. Then make quantitative analysis by AHP(Analytic Hierarchy Process), which is a kind of method of operational research. Through heritage, which is belong to different city historical context thread, compared layer by layer and one with each other, get a histotical importance sequencer under a standard. Finally according to the need of city characteristic development, make historical heritage as basic point, historical context as thread, the digital dynamic management as methed, to provide accurate, efficient, concise decision information for the city management department and city construction sector.
