With the rapid economic development, water resource depletion and water pollution is increasingly serious, ecological compensation is imperative. In this paper, Hanjiang river basin which was between Fujian and Guandong province was chosen as the case study area, study on water resources performance with Date Envelopment Analysis and ecological compensation based on water footprint and Human Development Index theory. According to the analysis of supply and demand of water resources, Hanjiang river basin ecological compensation model is set up and carry on business accounting, put forward the implementation plan. And the results showed that:Firstly, the results showed that the water footprint of the Hanjiang River basin rise general between 2007 and 2013, and the growth rate reached 32.6%. The agricultural water footprint growth rate was 25.75%. Followed by contaminated and industrial water footprint, that accounted for 27% and 10% of the total basin footprint. From 2007-2013, Its self-sufficiency rate of river basin water resources as much as 98.95%, the per capita water footprint is 150.82 billion m3, near to the world average level (1564 m3), and pressure index is about 70%, it is in the water ecological surplus as a whole.Secondly, the growth rate of Human Development Index of Hanjiang River basin was 50.68% from 2007 to 2013. The education composite index was the largest contribution. River basin water consumption increases year by year, but the water welfare was not synchronous improve and was the serious lag, showed that Hanjiang River basin economic development essentially belongs to the driven factors of extensive development, combined with the data envelopment analysis (DEA), the Hanjiang River Basin as a whole in diminishing scale stage of development.Finally, according to the analysis of supply and demand of water resources, Hanjiang River basin, suited for the upstream and downstream water ecological surplus situation. Through model analysisFujian and Guangdong province shall assume the burden of 46% and 54% respectively.
