The Culture Governance And Planning Of The Grand Canal After Success In Application Of World Heritage

The Grande Canal has succeeded in application of World Cultural Heritage in2014. Its’historical environment will become the main object of protection as the basis of the Grand Canal’s heritage value. The historical environment has both abstract and concrete property. In fact, protection and renewal leading by the government is limited. The measures are simplified in physical way rather than abstract in many cases. Protection by physical measures is difficult to achieve the sustainable aim, especially the long-term sustainable heritage value. Therefore we must break through the bondage of traditional materialism view of protection, and explore new ideas combining physical and human way.The research follows the logic as "predetermining target, discovering problems, constructing idea, looking for supporting method and practice verification". The research methods contain interdisciplinary and problem-based research, culture science and multi-scale analysis. Considering the Grand Canal historical environment’s cultural, cultural governance thought and cultural planning way, we want to sort out the root of protection difficult, set up the relationship between space and culture and find cultural ways of sustainable protection and heritage value according to analyzing protecting and developing the cultural of the Grande Canal historical environment.The Research has analyzed the evolution background and the protection problem of the Grand Canal. Through the study of history evolution, the influence of applying the World Cultural Heritage and the contradiction in protection process, we have realized the World Cultural Heritage’s protect regulations, and defined the Grand Canal historical environment as main protecting object.The research has found the cause of contradiction of the Grande Canal historical environment’s sustainable protection. From the domestic and foreign related theories and practical experience, culture is chosen to as research perspective. The concept of cultural public goods is introduced into analyzing the protection contradictions generation mechanism "Nash equilibrium". It’s difficult to rely on spatial planning and top-down administration to deal with the problem, so culture is used to solve the contradiction.The research has put forward the cultural governance concept and cultural planning methodology for the Grand Canal. It has constructed cultural governance idea, target, principle and cultural planning framework. Basing on overall controlling the Grand Canal historical environment style, guiding behavior in cultural space and organizing cultural cooperative governance, cultural special planning system has been set up and proved effective by planning practice in the Grande Canal Hangzhou section.The research finally has four conclusions. Firstly the Grand Canal becoming World Cultural Heritage means that the sustainable protection has been officially launched. Secondly cultural public goods attribute of the Grande Canal historical environment is the contradiction root and the solution source of sustainable protection. Thirdly cultural governance concept is the sustainable strategic; Finally the method of cultural planning is the sustainable action strategy.
