Urban public cultural facilities are the main elements of urban morphology. Theyare important carriers of culture and art activities and essential places of citizens’entertainment. They are unique part of urban cultural resources. Hence, we shouldbuild up a planning strategy of sustainable development as a whole. Urban publiccultural facilities consist of buildings, fields, and equipment for public museums,cultural centers, libraries, art galleries and science and technology museums. Theirlayout and construction involves many aspects including urban culture, economy,society and so on.This essay starts with the present situation of the planning of our national publiccultural facilities and the problems it causes. In terms of society, economy andenvironment, public cultural facilities are faced with problems in planning layout andfacility construction, loss of distinctive local culture and management and serviceproblems. The essay provides solutions based on analysis of these problems. In theaspect of planning layout, the problem will be solved by linking the urban traffic,selecting places based on resource utilization and networking distribution complyingwith urban environment. In the aspect of facility construction, it will be solvedthrough mixed developments of public cultural facilities and mixed use of urbanresources. In the aspect of distinctive local culture, it will be solved by remodelinghistorical context, modeling facilities for energy and localizing image of them. Infacility support, it will be embodied in three points.Urban public cultural facility planning, based on the theory of sustainabledevelopment, should give much thought to the unite of society, economy andenvironment with respect to meeting the needs of cultural service. It focuses on thefeelings of citizens and the overall development of the city, expecting to attaincoordinated development between public cultural facilities and the combination ofenvironment, human beings and cities.
