Power industry is the basic industry of the national economy. In order to adapt to the social and economic development and improve people’s living standards, grid construction needs a continuous basis, and continues to promote the development and application of the grid, which has become an important foundation for the protection of national material and spiritual development.The Qinghai-Tibet Power Grid Interconnection Project which started construction in July 2010 in Golmud and Lhasa simultaneously, has been fully completed and put into trial operation successfully in November 2011, which was marked the largest transmission project in world’s highest altitude area. As the world’s highest, longest power transmission line project, special construction environment and strict operation conditions make it own outstanding differences compared with general power grid construction projects. Therefore, based on the post evaluation of the project, a new index an optimized approach and an novelty evaluation perspective are needed. In this paper, through a comprehensived analysis of the characteristics on post evaluation of large power grid construction project in high altitude area, the unique index system and evaluation methods of post evaluation have been put forward.The main content of post evaluation of large power grid construction projects in high altitude areas are included:1. Post evaluation of construction effect on power grid construction projects in high altitude areas. According to the impact analysis of construction environment and characteristics of frozen soil, and compared with construction programs of large-scale power grid construction projects in high altitude areas, post evaluation index system of construction effect was provided, and its rationality was verified.2. Post evaluation of environmental impact on power grid construction projects in high altitude areas. By analyzing environment impact, environmental issues and the main measures to protect the environment caused by power grid construction, post valuation index system of environmental impact was established, and its effectiveness was analyzed by evidence.3.Post evaluation of technology on power grid construction projects in high altitude areas. Based on particularity of technology taken in high altitude areas, major technical problems and solutions faced by projects were analyzed, and post valuation index system of technology was established, and its effectiveness was analyzed by evidence.4.Post evaluation of personal protection on power grid construction projects in high altitude areas. Based on research of construction particularity and personal security issues, a series of program to ensure personnel safety was built, and post valuation index system of personal protection effect was established, and its effectiveness was analyzed by evidence.5.Comprehensive post evaluation on power grid construction projects in high altitude areas. By means of comprehensive evaluation on construction effect, environmental impact, technology and personal protection, Qinghai-Tibet power grid construction project had an excellent implementation and effectiveness.
