Research On Post Evaluation Of Power Grid Project Based On The Fuzzy Comprehensive Evaluation

With the rapid development of economy,the whole society has a growing demand for electric energy.With the cause of electric power system reform and the deeper development of the reform of investment financing system,the power industry drives into the rapid development freeway.The investment for Power grid construction projects increased year by year,meanwhile,a large number of project are put into production,the effect of the whole process is directly related to national stability,social harmony,economic development and people's well-being,so post-evaluation work after project undertaken is particularly important.Project post-evaluation is an ex post evaluation,which means to evaluate the achievements of the construction and operation after completion of the project implementation.It is a process of feedback and organizational learning.Through the analysis of the evaluation about the result of the project,we can summarize the experience and lessons,which is very important for the management of existing projects and new projects decision-making.Based on the existing research,we can find out that most scholars pay more attention to index system of the post-evaluation and evaluation method with model research.But these index system or model research tend to give the final result directly,without the principles of the detailed analysis,which is short of scientific argumentation.The problem of post-evaluation work after power grid is that there is a pursuit of the complexity of the method and model with ignorance of the problem of the rationality and applicability,which should be further explored.This article based on the status quo of the index system in the power grid project,constructs the evaluation system of four-dimensional model,from the four-dimensions of economic benefits,technical performance,environmental impact and social impact of the power grid project of comprehensive post evaluation.And through the literature,the relevant regulations and guidelines for preliminary screening evaluation of specific indicators,and taking the opportunity for making expert questionnaire to solicit the opinions of the experts,to determine the specific evaluation indexes for the final;combining with the power grid construction project post evaluation fuzzy characteristics,attempts to explore the fuzzy comprehensive evaluation method in power grid project evaluation in the application,expands the fuzzy comprehensive evaluation of the scope in application;and through the specific DL-QC220kV line project,the combination of the commonness and individuality of the power transmission lines,theory and practice,evaluate the post project construction effect comprehensively.
