Research On The Urban Space Performance Of Shenyang In The Background Of Northeast China’s Revitalization Strategy

The Northeast China revitalization strategy has been implemented for up to a decade. Whether the “phenomenon in Northeast China” has been practically improved up to this day? As an epoch-making representative of industrial transformation, institutional innovation and reform deepening, Northeast China plays a highly vital role in the choice of the times and its historic mission. The four major central cities in this area will doubtlessly lead the trend and witness the unique path and choice of development of Northeast China in this process.Themed on this topic, the present paper takes the evaluation of the quality of spatial development in the major central cities against the backdrop of the revitalization of the Northeast China as the fundamental task. Shenyang is the largest central city in this area. Its space development direction, evolutionary path, role definition, strategic direction and mode of structure concern the shared prosperity of the whole region. For this reason, from the basic perspective of “space performance”, combining the mainstream vision of spatial economics and geology, from the philosophical speculation and the deduction of spatial ontologies to the general research paradigm and on the basis of multi-dimensional spatial construction and the theories of differentiation of connotation, the paper constructs the basic framework of the spatial trivector hierarchical structure composed of the “scale hierarchy—system hierarchy—logic hierarchy” and proposes the hierarchical structure as the main basis of the measurement of space performance and the clue of the writing.From the three levels of “macro distribution efficiency—external urban spatial network performance and middle distribution efficiency—internal urban space performance and micro distribution efficiency—space-forming element evolution performance”, the analysis framework based on the scale hierarchy makes overall analysis from the theoretical and empirical perspectives and explores the following aspects of the urban space of Shenyang under the comprehensive effects of the internal and external environment: the regional network association strength and the main characteristics at the macro level; the spatial structure, land use and transport network performance inside the city at the middle level; the evolutionary characteristics, operation rules and mutual adaptation functions of the elements composing the urban space at the micro level so as to further identify the key factors of and deep reasons for the low space performance during space evolution, organization, development and operation.From the systems of “economic structure—social structure—morphological structure—institutional structure—resource environment structure”, the analysis framework based on the system hierarchy establishes the space performance evaluation index system, makes a horizontal comparison of the 35 major cities in China, further discusses the internal elements and external driving forces restricting the urban space performance of Shenyang and tries to seek the effective ways to optimize space resource distribution based on the results of empirical research.The research results prove: the scale hierarchy and the system hierarchy reflect the vertical and horizontal space resource distribution while the logic hierarchy interprets the mechanism of space performance and stands as the main basis for the first two hierarchies to exert their influence; the dual-complementing effects of the space performance comes from the most optimum distribution of resources of the whole scale and is the key point to realize “Pareto Optimality”. However, Shenyang still develops in the state of one-way aggregation in the local area network. The instable internal structure of the city cluster, the dislocation and imbalance of the urban function system and the competition rather than collaboration between central cities form the fundamental causes for low local area network performance; the fundamental measures to improve the space performance at the scale hierarchy lie in stressing the construction of the balanced space network system, promoting land use and counterpoint development of the space bonus factors, strengthening the coupling effects of dynamic and static structure as well as the guiding measures for factor flow and distribution under the mechanism of interactive function, reasonably reducing the negative externality of the space and the possibility for space monopoly and concurrently shifting from attention to the total quantity to stock adjustment of some elements during the process of internal optimization of the city; during the space evolution in Shenyang, the driving forces of urbanization and economic growth, the influence of the land supply and expansion mechanism, the reconstruction of old city and the construction of new regions as well as the macro policies and institutional environment stand as the main mechanism influencing the urban space performance and the land supply and expansion mechanism is the main crux for the low performance.
