Development of agricultural information level and benefit evaluation is an important mean to find out the base of agricultural information, agricultural information leading direction. But now days, it would be a difficult problem for explore scientific and reasonable level of agricultural information and benefit evaluation models and methods. The evaluation theoretical framework of agricultural information is presented in this study, which based on the Chinese and provinces agriculture as the research object. By the index screening model established the scientific profile, complete agricultural information level evaluation index system; and based on the comprehensive index method and principal component analysis built the evaluation combination model for agricultural information; in addition the based on Cobb-Douglas function, established a benefit evaluation model of agricultural information; finally, developed the agricultural information level and benefit evaluation system. The study include:(1) Defined the concept of agricultural information and content.For the rapid development of modern information technology, the concept of agricultural information and content are continuously enriched. So, based on agricultural systems theory, information theory, economics theory, and combined the relevant research at home and abroad, pointed out the agricultural information refers to the area around the rural economy and overall social development. By optimizing the environment for the development of agricultural information, strengthening agricultural information infrastructure, development and utilization of agricultural information resources, improving agricultural information service system, developing agricultural information industry, to promote information technology application for farmers, new agricultural business entities, government and other areas in various agricultural production, operation, management, services and other universal.(2) Constructed the agricultural information evaluation system based on index screening model.Agriculture information level evaluation index is always random, redundant, cross and the problem of excess indicators, so the indicators screening model is proposed. The studies constructed the indicators screening model, and ultimately select3firstly indicators containing the ready application, information technology index and the efficiency index; and select10secondary indicators of agricultural information level. The aim is to solve the random, redundancy, and cross-indexes the problem of evaluation indicators. This system with23.8%of the index information expressed85.3to ensure completeness and indicators of simplicity.(3) Constructs evaluation combination model of agricultural information level based on comprehensive index method and the main ingredients.The previous level of agricultural information often uses a single evaluation method evaluation. This method would results in a problem with a certain degree of subjectivity, so the combined model of evaluation of agricultural information is proposed. Integrated the advantages of objective truth comprehensive index of intuitive and principal component analysis, this study adopted the fuzzy Borda methods to build agricultural information level evaluation model. This model was verified by31province as the research object. The results are basically the same, that evaluated by comprehensive index, principal component analysis and portfolio evaluation, and also validated the three methods scientific.(4) Constructed a benefit evaluation model of agricultural information based on Cobb-Douglas function.The benefit for the construction of agricultural information is not clear this issue. So, this study was based on the theoretical analysis of the benefits of growth in agricultural, the output obtained comprehensive index method and Cobb-Douglas production function as the basic model to establish tue agricultural information benefit evaluation model, and with31provinces for the study conducted regression analysis. The results show that:the construction of agricultural information on changes of agricultural economic growth has a positive role in promoting agricultural information every1%increase in the level of China’s agricultural economy will grow accordingly1.292%.(5) Developed the agricultural information level and benefit evaluation system.To verify the method described above, as well as to improve the information level evaluation of agricultural information, the agricultural information level and benefit evaluation system was designed and developed. With the MVC pattern and java coding language developed the agricultural information level and benefit evaluation system under the Tomcat7.0, JDK1.7.0, SQL Server2008environment. In the system Implemented the system management, the index setup and the evaluation results show.
